A wide salary range is posted for this position, and any job offer is based upon a salary analysis to comply with the Colorado Equal Pay for Equal Work Act. The salary analysis considers relevant experience, education, certifications, and state seniority relative to others performing substantially similar work. Work Environment:

This position is full-time, Federally Funded (funding is contingent upon availability and may end at any time), and is eligible for a hybrid work environment.

  • Extended hours during the evening or the weekend may be required by business needs.
  • 20% to 25% of job duties include travel within the State of Colorado for meetings, training, and consultations.

Position Summary:

The Colorado Department of Education's Office of Gifted Education is seeking a Twice Exceptional Gifted Education Consultant to serve as a statewide subject-matter expert in gifted education and twice-exceptionality (2e). This role leads professional learning, technical assistance, resources, and statewide improvement initiatives; supports implementation of Colorado gifted education statutes and rules; and collaborates with districts, educators, families, and community partners to strengthen equitable identification, effective programming, and positive outcomes for gifted and twice-exceptional learners.

The Twice Exceptional Gifted Education Consultant serves as a statewide leader in gifted education, providing expertise, guidance, and support to ensure high-quality services for gifted and twice-exceptional students. The position leads the development and delivery of professional learning, technical assistance, and resources for educators and stakeholders while promoting compliance with state statutes and regulations governing gifted education. As a subject-matter expert on twice-exceptionality, the consultant collaborates with schools, districts, and partners to advance equitable identification practices, effective programming, and positive outcomes for gifted and twice-exceptional learners.

The final salary is anticipated to fall within the posted salary range, however, could be higher or lower depending on the knowledge, skills, abilities, and other qualifications of the preferred candidate while considering internal equity.

Major Duties and Responsibilities:

  • Statewide Leadership, Policy, and Compliance
  • Serve as a statewide subject matter expert on twice exceptionality (2e), gifted education statutes and rules, and the intersection of gifted and special education services.Provide expertise on the Exceptional Children's Educational Act (ECEA) as it relates to the identification, programming, and support of gifted and twice-exceptional learners.Lead the coordination, implementation, and continuous improvement of statewide twice-exceptional initiatives and projects.Provide technical assistance, monitoring, and support to administrative units to promote effective implementation of gifted education requirements and best practices.Stay current on emerging research, trends, and best practices in gifted education, special education, and twice exceptionality to inform statewide guidance and professional learning.Professional Learning, Technical Assistance, and Resources
  • Design, deliver, and evaluate professional learning opportunities, technical assistance, and resources that build educator and system capacity to support gifted and twice-exceptional students.Develop and facilitate workshops, presentations, training modules, guidance documents, and instructional resources for diverse stakeholder groups.Prepare reports, guidance documents, communications, and other materials to inform stakeholders and support statewide initiatives.Synthesize research, policy, and data into actionable recommendations, resources, and tools that support educational improvement.Data, Program Improvement, and Project Leadership
  • Collect, analyze, and interpret data to assess program effectiveness, inform decision-making, and drive continuous improvement efforts.Lead and support gifted education projects and priorities as assigned.Coordinate multiple initiatives, monitor progress, and ensure successful completion of deliverables.Partnership and Collaboration
  • Build and maintain collaborative relationships with district leaders, educators, families, and community partners to advance equitable outcomes for gifted and twice-exceptional learners.Collaborate across the Exceptional Student Services Unit and other CDE offices to promote integrated supports and increase capacity to serve twice-exceptional students.Engage internal and external stakeholders through clear, responsive, and professional communication.

Qualifications

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:

Education and Experience

  • Bachelor’s degree from an accredited college or university in Education or a related field or other focus related to the job assignment.

And

  • Three (3) to Five (5) years of experience in gifted and/or special education.

  • Demonstrated understanding of the Exceptional Children's Educational Act (ECEA), gifted education statutes and rules, and their application within educational settings.
  • Knowledge of evidence-based instructional practices and programming designed to support gifted and twice-exceptional learners.
  • Knowledge of the characteristics, identification, and educational needs of multilingual gifted learners, including culturally and linguistically responsive practices, equitable identification processes, and evidence-based approaches that support both advanced learning and language development.
  • Ability to translate educational research, theory, and policy into practical strategies and guidance for educators and leaders.
  • Knowledge of adult learning principles and experience applying those principles to the design, development, facilitation, and evaluation of professional learning.
  • Proven ability to develop and deliver engaging professional learning in in-person, virtual, and hybrid environments.

Preferred Qualifications (Preferred/Not Required):

  • Master's degree from an accredited college or university in Education.
  • Gifted and/or special education endorsement.
  • Five (5) years of leading in professional development.
  • Three (3) years of project management experience.

Conditions of Employment (Required):

These positions are subject to a Motor Vehicle Records (MVR) check and a valid driver’s license requirement if it meets the following criteria:
  • Travel Threshold: The position requires business-related travel at least 20% or more of standard working hours; AND
  • Operational Necessity: The travel requirements cannot be reasonably or efficiently met by alternative transportation (e.g., public transit, ride-sharing, or rail) due to:
  • Significant travel distances or out-of-state requirements.
  • A high frequency of stops at multiple locations throughout the workday.
  • The need to transport equipment or travel to areas where public transportation is unavailable or impractical.
