GENERAL DESCRIPTION

Performs routine (journey-level) to highly complex (senior-level) business analysis work. Work involves eliciting, developing, and documenting business, user, and functional requirements. Reviews, assesses, and documents business processes. Creates test cases and validates user acceptance testing. Performs post-implementation support of systems, and provides support for the software development life cycle. May train others. Works under moderate to limited supervision, with limited to considerable latitude for the use of initiative and independent judgment. Reports to the Manager of the Business Strategy and Automation Department.

ESSENTIAL JOB FUNCTIONS

  • Works closely and amicably with business areas and end users to determine business requirements.
  • Develops means of achieving desired business results through solution design.
  • Develops business requirements using a combination of interviews, document analysis, requirements workshops, storyboards, surveys, business process descriptions, use cases, scenarios, business analysis, and/or task and workflow analysis.
  • Writes business requirements according to standard templates in clear and concise language.
  • Manages requirements traceability and tracks requirements status throughout the project.
  • Manages changes to baseline requirements through change control processes.
  • Coordinates the analysis of program policies and procedures to determine their effect on automated systems and system functional areas.
  • Identifies opportunities to improve business processes through automation and helps prepare proposals to develop new systems.
  • Proposes new application features and updates.
  • Works with business areas and project managers to help define project scope.
  • Troubleshoots and solves problems relating to computer systems or programs.
  • Maintains confidential and sensitive information.
  • Ensures individual and team files (electronic and hard versions) are appropriately maintained and timely disposed of in accordance with the agency’s records retention procedures and schedule.
  • Maintains required certifications and licenses and meets the continuing education needs and requirements of the position to include, attending mandatory training courses.
  • May be required to operate a state or personal vehicle for business purposes.
  • Performs other duties as assigned.

Qualifications

MINIMUM QUALIFICATIONS

  • IT Business Analyst I - graduation from an accredited four-year college or university with a bachelor's degree AND oneyear of work experience relevant to business analysis.
  • IT Business Analyst II - graduation from an accredited four-year college or university with a bachelor's degree AND threeyears of work experience relevant to business analysis.
  • IT Business Analyst III - graduation from an accredited four-year college or university with a bachelor's degree AND fiveyears of work experience relevant to business analysis

  • Relevant education and experience can be substituted for each other on a year-for-year basis.
    • NOTE: the minimum qualifications for any classification level may also be met by one of the following:
      • Graduation from a standard senior high school or equivalent, plus four additional years of relevant experience; or
      • Graduation from an accredited college or university with an associate’s degree, plus two additional years of relevant experience.

PREFERRED QUALIFICATIONS

  • Three or more years of experience in a technology-related customer-facing role (e.g., consulting, account management, training, product management)
  • Relevant certifications in business analysis, agile software development, product management, or change management

KNOWLEDGE, SKILLS, AND ABILITIES (KSAs)

  • Knowledge of local, state, and federal laws and regulations relevant to the Business Strategy and Automation Department.
  • Knowledge of the principles and practices of public administration.
  • Knowledge of business and management principles involved in strategic planning, resource allocation, leadership techniques, production methods, and coordination of people and resources.
  • Knowledge of project management principles and practices.
  • Knowledge of the limitations and capabilities of computer systems.
  • Knowledge of the techniques used in the design of automated computer systems.
  • Knowledge of the software development lifecycle.
  • Knowledge of organizational skills.
  • Skills in using Microsoft Office programs such as Word, Excel, Visio, PowerPoint, and Teams

The consent forms will be sent by Human Resources (HR) and retained with HR. Only candidates extended a conditional offer will have their criminal history checked in the Texas Department of Public Safety (DPS) system. Candidates who refuse to complete both consent forms will no longer be considered for the vacancy with the Texas Water Development Board. If adverse findings are found, candidates will be afforded 10 business days to provide a response prior to a final determination on hiring eligibility.

JOB LOCATION

  • Candidate must be able to report to and work from the noted work location and comply with the agency’s Return to Office (RTO) requirements.
