General Description:

The Strategic Communications & Outreach Manager supports the Texas Veterans Commission (TVC) by serving as second-in-command within the Communications & Outreach Department and functioning as the agency’s strategic content and digital performance lead. Working alongside the Director, this position integrates communications strategy, performance analytics, editorial authority, and digital engagement to ensure agency messaging translates into measurable veteran impact statewide.

This role also acts as a primary lead for the Database Support Portal, auditing engagement data to refine outreach strategy. The Manager oversees the full lifecycle of agency communications, including major publications, digital content, video, social media, web, and graphics, and establishes disciplined standards for clarity, consistency, and accuracy. This role requires a newsroom-level mindset, with strong editorial judgment, structured execution, and the ability to lead creative professionals in a performance-driven environment.

The position reports directly to the Director of Communications & Outreach and serves as acting division lead in the Director’s absence.

To promote a strong environment, TVC maintains a telework policy. Telework is decided by the division and contingent on performance. Telework is not a contract of employment and if granted may be terminated at any time and for any reason without notice.

Essential Duties and Responsibilities:

  • Lead the development and execution of integrated statewide communications and outreach strategy.
  • Oversee Database Support Portal management and translate analytics and digital metrics into measurable outreach priorities and campaign direction.
  • Serve as the final editorial authority and oversee all major agency publications, including the Biennial Report, Strategic Plan, Women Veterans Program reports, and TCCVS materials.

·Proofreads and edits reports, presentations, and outreach content to ensure accuracy, clarity, consistency in tone, and compliance with editorial and brand guidelines

  • Develop and maintain performance dashboards and KPIs across digital, paid media, and outreach initiatives.
  • Identify opportunities to improve outreach effectiveness through segmentation and channel optimization.
  • Provide data-informed recommendations to the Director and executive leadership.

·Analyzes outreach opportunities, veteran preferences, and emerging engagement strategies

·Develops executive-ready reports, briefings, PowerPoint presentations, dashboards, and visual materials that clearly communicate findings, trends, and recommendations

·Presents findings and recommendations to internal teams and leadership in clear, accessible formats

  • Establish and enforce consistent brand voice and messaging standards across all platforms.
  • Edit and synthesize complex programmatic and policy information into concise, accurate, high-impact communications.
  • Perform final quality control and refinement of high-visibility content prior to release.
  • Direct supervision of digital communications staff, including social media, graphic design, multimedia, and web personnel.

·Consults with internal and external customers and stakeholders to identify user needs and outreach goals

·Develops and executes test plans, optimizes outreach workflows, and refines strategies to improve engagement

  • Establish performance expectations, monitor workload distribution, and conduct evaluations.
  • Assist the Director in developing divisional budget requests and monitoring expenditures for digital and outreach projects.
  • Provide mentorship and professional development oversight for assigned staff.
  • Performs related work or other special projects and duties as assigned

Qualifications

Minimum Education: Graduation from an accredited four-year college or university. Experience and education may be substituted for one another. College Transcripts are required and must be provided before an interview can be extended, it is preferred they be attached to the application.

Minimum Experience:

  • Minimum six (6) years of progressive experience in journalism, communications, marketing, digital strategy or related field.
  • Minimum two (2) years of supervisory experience managing communications or content teams.

Additional Requirements

A valid Texas Driver’s License must be provided within 90 days of hire.

Preferred Experience and Qualification:

·Graduation from an accredited four-year college or university with major coursework in journalism, public relations, advertising, communications, or a related field is preferred.

  • Experience in newsroom leadership or integrated content production environments.
  • Experience managing multi-platform digital campaigns.
  • Honorably discharged veteran.

Knowledge, Skills and Abilities:

·Knowledge of and ability to read dashboards, statistics, and data sets

·Knowledge of report writing, presentation development, and communicating findings to non-technical audiences

·Skills in use of computers and applicable software, including conducting advertising and data searches

·Strong editorial, written, and verbal communication skills

·Strong analytical and critical thinking skills

·Ability to synthesize complex information into clear written narratives and visual presentations

·Ability to communicate effectively both orally and in writing

·Ability to gather, assemble, correlate, and analyze facts; develop solutions; prepare concise reports; and evaluate policies and procedures

Environmental & Physical Conditions:

Normal office work environment, mostly sedentary in nature. May involve walking; standing; remaining stationary for long periods of time; pulling and pushing; kneeling, stooping, and bending; and safely lifting and carrying items weighing up to 30 pounds. Work involves extensive telephone usage and repetitive hand/wrist/finger motions while using the computer.
