Wood has an opportunity for a Turnover Lead to act as Project Management Consultants (PMC) for an LNG facility/terminal EPC project. The roles will provide completion and handover leadership and oversight from a project and execution assurance perspective.

The Role

The Turnover Lead will be leading a Certification / Completions Turnover Team in the delivery of assigned projects in a documented and effective manner. To process completion of systems to handover, in line with the project schedule and milestones, ensuring all systems are handed over fully certified in a timely and orderly manner.

Accountable for the management of the project completions process including the collection and maintenance of all certification records from Mechanical Completion to final handover.

  • Define and itemize the entire work scope into system packages to enable useful commissioning and start up work to take place in a controlled and disciplined manner by utilizing Client, Contractor and Vendor engineering documentation and electronic data.
  • Progressively transfer responsibility for the works to the commissioning and start-up organization ensuring that system turnover is fully accepted by signature.
  • Compile agreed lists of system exception items to be completed by agreed dates, and to monitor and record completion of such exception items.
  • Compile, collate, store and turnover the construction quality data books for final transfer to Client/Owner.
  • Monitor the system definition activity to ensure definitions are available as required, and input to the Commissioning Group and Client, any pertinent comments. Where appropriate agree systems, and system limits with the Commissioning Group.
  • Define and maintain system limits for non-process systems by managing a master set of marked up Single Line Diagrams, Area Plot Plans, Underground Layouts, etc. Consult with the Commissioning Manager where applicable for Electrical Systems.
  • Define the construction Turnover deliverables in terms of discipline packs relating to P&ID and Non P&ID Systems.
  • In conjunction with the Commissioning Group agree the order of completion and prioritization to support any interdependencies for bot process and non-process systems.
  • Populate and maintain the project turnover application or other database tracking systems used to track progress and store handover data in accordance with the system definitions defined by Commissioning.
  • Define the test limits of piping test packs by color coding a composite set of P&ID’s and issuing to the contractors to enable assembly of inspection and test packs in the required manner. Maintain a master set incorporating pertinent revisions.
  • Ensure the Project Inspection forms are formatted, reviewed, issued in a controlled manner by discipline to Supervision, Client and Contractor for comment prior to discipline pack compilation.
  • Define the pinnacle inspection and test documents by discipline activity and coordinate the inspection and acceptance by Client and/or Commissioning Manager/Engineer for each discipline pack including piping test packs, instrument loop dossiers, relief valves, spring supports, electrical circuits, equipment packages, etc.
  • Provide procedural visibility of pinnacle QC form definition to enable incorporation into the Contractors ITP’s.
  • Index and maintain files for all original quality documentation. Monitor contractors’ performance and if necessary support the supervision efforts by coordinating the compilation of all necessary quality documentation for the project.
  • Coordinate site prep, piling, civil work and steel work completions and documentation including the timely release of follow up on work such as equipment and piping erection, backfilling of underground piping and earthing, release for paving, etc.
  • Coordinate inspection of test packs from isometric completion to testing, flushing and reinstatement including timely release of follow on work to paint, insulation, instrument and tracing contractors.
  • Coordinate instrument and electrical completions and documentation including the timely release and transfer of as built mark-ups to Commissioning and Operations personnel.
  • Prepare in advance a complete library of System Walk Down packs in conjunction with validating the system definition components.
  • Monitor AFC drawing revisions, Site TQ’s, FI’s and inform field supervision of any required actions due to any adverse impact on the discipline pack execution e.g. piping isometric post hydrostatic testing. In conjunction with the Chief Field Engineer ensure controls are in place to confirm all post AFC changes included within TQ’s and FI’s are recorded.
  • Prepare all reports (daily, weekly and monthly) to the satisfaction of Construction Manager to demonstrate system status.
  • Coordinate on a day to day basis with commissioning/start-up group and to identify the detailed requirements and negotiate exception items for acceptance of the systems.
  • Inform the General Superintendent and others as required by of system completion status with progress status reports as required and identify systems that are prematurely close to completion.
  • Consolidate construction punch lists into system punch lists and provide an auditable trail to ensure that all punch list items are captured, cleared and signed off for completion. Maintain the original hard copy wet signature Master System Punch List.
  • Compile the System Turnover Dossiers in the required format.

Expected:

  • Minimum Diploma in Engineering discipline
  • Experience in LNG environment (desirable)
  • Significant experience (typically a minimum of 5 years) in a certification and/or completions role, with a proven background in safety
  • Ability to read relevant drawings eg P&ID’s, SLD’s, GA's
  • Conversant with the certification and completions processes and associated software
  • Experienced in the production of procedures and reports
  • Experienced in the supervision/training of personnel and team working.
  • Good knowledge of projects and HSEQ safe working practices/ procedures
  • Ability to carry out systemisation of projects
  • Ability to demonstrate high level of understanding of HSE processes and procedures and their implementation
  • Ability to work and deliver project milestones in a consistent and structured manner.
