Job Purpose and Summary

This position is responsible for the operation and protection of the tunnel(s) in a 24/7 environment and for supervising the commercial driver’s license (CDL) training and certification program for an assigned location of the Pennsylvania Turnpike Commission (PTC). The incumbent is responsible for delegating responsibility to control room Tunnel Guards and Tunnel Maintainers. Work involves planning and supervising materials and manpower resources to provide for operational, preventive and emergency facilities tunnel maintenance. Work is generally performed with independence and reviewed by a manager, or designee, for direction, progress and end results. Supervision is exercised over a crew of technical staff.

Essential Functions & Responsibilities

Supervises the day-to-day performance of subordinate staff including performance management, delegation of work assignments and review of work product.

Plans, organizes and supervises the tunnel operations program, under the direction of a higher-level manager, including tunnel maintenance buildings, tunnel portal buildings, tunnel fans, switch gears and controls.

Maintains paperwork, records and reports of tunnel operations, payroll and inventory information.

Plans tunnel re-lamping and washing operations and develops schedules for Tunnel Guards and Tunnel Maintainers.

Inspects tunnel maintenance work to assess problems, determine status of work and perform general supervision.

Prepares preliminary sketches for tunnel maintenance projects.

Provides project supervision and reviews work for adherence to plans, specifications and technical trade standards as needed.

Supervises a CDL training site and ensures the training and certification program is in adherence with PTC guidelines and all applicable state and federal laws.

Ensures the smooth operation of low-pressure steam and electrical heating systems in tunnel locations, tunnel ventilating systems and air conditioning systems through the review of logs, charts and reports.

Estimates annual and special budgetary requirements for the assigned tunnel activities.

Prepares purchasing documents for and controls issuance of equipment, supplies and materials to be used in the tunnel maintenance activities.

Supervises the inventory of tunnel supplies and equipment and small tools. Prepares and approves requests for materials.

May function as a PennDOT third-party examiner to conduct the training and testing of equipment operators.

Uses situational awareness to anticipate and prevent accidents.

Performs related duties as assigned.

Qualifications

Eight (8) years of supervisory/lead working experience on highway maintenance construction projects;

OR

Six (6) years of supervisory/lead working experience on highway maintenance construction projects AND an associate’s or trade school degree;

OR

Five (5) years of experience as an Equipment Operator, Highway Maintenance Worker, Tunnel Guard or Tunnel Maintainer.

Equivalent combination of education and/or experience may be accepted.

Must possess a valid Class A commercial driver’s license (CDL); OR possess a valid driver’s license with a Class A learner’s permit. Must pass the Class A road test within sixty (60) days (current employees) or by the end of their probationary period (new hires).

The incumbent must possess an N or X endorsement on their CDL or permit to authorize them to operate tank vehicles.

The incumbent may not have any of the following restrictions on their CDL or permit:

E– Prohibits the operation of manual transmission commercial vehicles

L or Z– Prohibits driving a commercial vehicle equipped with airbrakes

O– Prohibits the driver from driving a truck tractor/semi-trailer combination

Physical Demands and Work Environment

Position demands include frequent speaking, writing, and reading reports. Position requires frequent work at a computer utilizing business programs and PTC specific operating systems. Position requires frequent travel and/or fieldwork with exposure to roadway traffic. Occasionally works long hours in emergency situations or for extended work assignments.

Office environment with low levels of noise, adequate lighting, and comfortable temperature. Field environment may include exposure to moderately adverse and undesirable conditions. Physical environment is generally safe, but safety equipment or precautions must be followed in field conditions.
