The Texas Treasury Safekeeping Trust Company (TTSTC) is a special-purpose entity that manages, safeguards, and invests public funds and securities belonging to the state of Texas, its agencies and local political subdivisions of the state. TTSTC’s special-purpose entity status provides the Comptroller’s office direct access to specialized investment services and programs enabling the Comptroller to achieve the highest return at the lowest cost to the state.

General description

Join TTSTC Business Ops/IT team as a Business Analyst! This role performs senior-level business analysis work, overseeing the planning, gathering, development, and documentation of user requirements across asset allocation, trading, settlements, valuations, fund accounting, operations, cash management, modeling, performance, and risk functions. Leads the assessment and optimization of business processes, ensures seamless system implementations and integrations for platforms such as Simcorp Dimension and Bloomberg. Drives data automation and reporting enhancements. Supports the full systems development life cycle, including user acceptance testing, post-implementation support, and continuous process improvements. May supervise the work of others and provide strategic recommendations for system enhancements and investment process improvements.

Work Hours

Agency standard work hours are Monday through Friday from 8am to 5pm, 40 hours per week with occasional evening and weekend hours. Hours are subject to change based upon business need or division determination.

This position may be eligible for a flexible/hybrid work schedule if certain conditions are met; working arrangements may change at any time as business necessitates.

Qualifications

Minimum Qualifications

  • Graduation from an accredited college or university in a bachelor’s degree with major course in Accounting, Finance, Math, Computer Science, Computer Information Systems, or Management Information Systems.

  • Seven years of experience in business analysis methodologies.

  • Five years of experience working either in technology, risk, Investments, middle office, operations, accounting at a buy side institutional firm as a capital markets analyst.

  • Experience with Agile Lifecycle methodology.

  • Experience with analyzing and interpreting technical information documentation/specifications.

  • Experience translating user/business needs into technical requirements.

  • Experience communicating technical instructions to non-technical users.

  • Experience implementing and supporting Financial/Accounting/Investments systems.

  • Experience facilitating the implementation and testing of systems and business processes.

  • Experience with Microsoft Excel (including functions and macros), Structured Query Language (SQL), Python, Power BI, or equivalent analytical tools.

Preferred Qualifications

  • Master’s degree in Accounting, Finance, Mathematics Computer Science, Computer Information Systems, or Management Information Systems.

  • Five years of business analysis experience with Asset Allocation, trading, settlements, valuations, fund accounting, operations, cash management, modeling, performance, and risk.

  • Five years of business analysis experience with Fixed Income, Equity, Alternative Investments asset classes and portfolio management practices.

Substitution:

One additional year of related work experience may substitute for 30 semester hours of required education, with a maximum substitution of 120 semester hours (four years).

LICENSES / CERTIFICATIONS

Must have or be pursuing a CPA, CFA, FRM, PRM, CAIA, CIPM designation(s)

In this role you will

Schedule, plan, and lead requirements gathering sessions, collaborating with stakeholders across Asset Allocation, trading, settlements, valuations, fund accounting, operations, cash management, modeling, performance, and risk functions. Analyze pain points, assess system capabilities, and design process improvements to enhance investment lifecycle workflows. Lead documentation of business requirements, create process workflows, and ensure seamless integration between investment platforms such as Simcorp Dimension, Bloomberg.

  • Perform quality assurance (QA) testing for both vendor-produced and internally developed systems, for Asset Allocation, trading, settlements, valuations, fund accounting, operations, cash management, modeling, performance, and risk functions. Validate system functionality, perform user acceptance testing (UAT), and ensure data integrity across front, middle, and back-office systems.

  • Act as a liaison between business and IT teams, facilitating the analysis, troubleshooting, and optimization of investment management applications. Design and document business-critical workflows, risk analytics, and compliance-driven processes to enhance investment operations. Develop cross-functional relationships and drive communication between investment teams, risk teams, and IT to ensure technology solutions align with business needs.

  • Develop, enhance, and standardize investment data processes, including sourcing, validation, and analytical modeling. Assist in creating quantitative risk analytics, performance attribution models, and exposure monitoring frameworks to support decision-making across asset classes. Leverage SQL, automation, and business intelligence tools to improve reporting and operational efficiencies

  • Support IT teams in managing investment applications and interfaces, ensuring efficient issue resolution, system enhancements, and business process improvements. Assist in post-implementation support, system upgrades, and technology optimizations to enhance the firm’s investment accounting, trading, and client-facing applications.
