Advance Mission-Critical Acquisition Operations

Bailey Information Technology, LLC is seeking a highly qualified Journeyman Contracting Specialist to support federal acquisition operations at Tinker Air Force Base (TAFB) in Oklahoma City, Oklahoma. In this role, you will partner directly with Air Force Contracting Officers at the Acquisition Management Integration Center (AMIC), supporting complex pre- and post-award contracting actions that directly contribute to Air Force readiness and national defense objectives.

Responsibilities
  • Execute cradle-to-grave contracting support including acquisition planning, milestone development, solicitation preparation, and contract formation across multiple contract types and acquisition strategies.
  • Conduct and document market research, develop acquisition strategies, and prepare acquisition planning documentation.
  • Perform cost and price analyses, develop independent government cost estimates, and prepare price negotiation memoranda across FFP, cost-type, and T&M contract structures.
  • Prepare determinations and justifications, synopses, and solicitation packages including cost contract vehicles.
  • Execute post-award contract administration including modifications, option exercises, invoice resolution in WAWF, and contract closeout.
  • Maintain accurate, complete contract files and deliver polished, defensible acquisition documentation to support Government decision-making.
  • Provide advisory and analytical support to Government contracting officers and acquisition teams (does not perform inherently governmental functions).
Qualifications
Required
  • Active Secret clearance required. TS/SCI required for on-site performance and must be obtainable. Personnel may perform duties with Secret clearance while TS/SCI eligibility is being adjudicated, as authorized by the Government.
  • Bachelor’s degree with focus in Accounting, Finance, Business Administration, Law, Economics, Public Administration, Managerial Administration or related business discipline.
  • 5+ years of experience as a contracting specialist in a federal government organization.
  • 5+ years of experience supporting contracting officers on actions within the scope of limited warrant authorities (e.g., simplified acquisition, commercial acquisitions, and mid-tier procurements).
  • DAWIA Level II certification, Back to Basics Contracting Professional certification, or equivalent.
  • Demonstrated working knowledge of the Federal Acquisition Regulation (FAR) and applicable agency supplements, with the ability to apply current policies, updates, and guidance.
  • Proficiency in contract writing and filing systems, as well as Microsoft Office applications.
  • Experience with Wide Area Workflow (WAWF), Contract Closeout Module, SharePoint, and Records Application Management (RMA) or similar federal Government procurement applications.
  • Demonstrated experience in simplified acquisition of commercial items, fixed price contracts, contract closeout, and brand name justifications.
  • Familiarity with FAR Parts 5, 6, 10, 11, 12, 13, 15, 16, 19, 31, 33 and 37 as applicable to commercial and simplified acquisitions.
  • Demonstrated experience in acquisition planning, milestone development, cradle-to-grave contracting, and cost contracts.
  • Strong written communication skills with the ability to produce clear, accurate, and defensible acquisition documentation.
Desired
  • Experience supporting Air Force or other DoD contracting offices.
  • Familiarity with AMIC or similar acquisition command environments.
