POSITION SUMMARY: The Tribal Foster Care Caseworker provides comprehensive child welfare services in compliance with the Comanche Nation Tribal Codes, and applicable federal and state regulations. This role combines direct case management for Comanche children and families with responsibilities in foster care recruitment, licensing, training, and ongoing support. The position focuses on family preservation, culturally grounded practice, placement stability, and collaboration with tribal, state, and community partners to ensure the safety, well-being, and permanency of children in care.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Case Management & Child Welfare Services
- Conduct intake, assessment, and ongoing case management for tribal and state child welfare cases, including prevention, in-home services, foster care, guardianship, and adoption.
- Develop, implement, and monitor culturally appropriate case plans in collaboration with families, service providers, and the court.
- Coordinate services to support family preservation, reunification, and permanency.
- Maintain accurate, timely, and court-ready case documentation, reports, and data entry.
- Participate in court hearings, staffings, and multidisciplinary team meetings; prepare testimony and written reports as required.
- Facilitate visitation plans, including sibling and family visitation, and monitor child safety and well-being.
Foster Care Recruitment, Licensing & Support
- Recruit, screen, and assess prospective foster families in accordance with tribal, state, and federal standards.
- Conduct home studies, background checks, and licensing documentation for foster homes.
- Coordinate and/or provide foster parent orientation, pre-service training, and ongoing education.
- Provide ongoing case support, guidance, and advocacy to foster parents to promote placement stability.
- Monitor licensed foster homes for compliance, safety, and quality of care, including required home visits and annual reviews.
- Support foster parents in understanding cultural considerations and trauma-informed caregiving.
Cultural & Community Engagement
- Integrate tribal culture, traditions, and values into case planning, foster care services, and child placement decisions.
- Collaborate with tribal elders, cultural advisors, and community resources to support children and families.
- Participate in outreach events, community education, and recruitment efforts related to foster care services.
Collaboration & Coordination
- Work collaboratively with state child welfare agencies, courts, schools, behavioral health providers, and community partners.
- Serve as a liaison between the tribe and external agencies to advocate for Comanche children and families.
- Participate in program planning, quality improvement, audits, and reporting as assigned.

Per the Comanche Nation Title 4, Children and Family Relations Code Section 307. Requirements for Reporting Child Abuse or Neglect, Subsection B–17 ICWD employee, including ICW Worker. Staff are mandated reporters and required to report any allegations of child abuse or neglect.
REPORTS TO: Indian Child Welfare Director
PHYSICAL DEMANDS:
The employee must be able to climb, crouch, pull, push, reach, stand, engage in repetitive motions, grasp, walk, feel, touch, speak, hear, and see.
Employee must be able to move and lift computing equipment.
Work Schedule: Monday - Friday, 8 am - 5 pm. Some weekends.
Travel Required: Occasionally

QualificationsQUALIFICATIONS:
Minimum
Qualifications
- Bachelor’s degree in Social Work, Human Services, or a related field (Master’s degree preferred).
- Experience in child welfare, foster care, or a related social services field.
- Understanding of cultural, socio-economic, and regional issues affecting child welfare.
- Must be able to communicate with delicacy through written and verbal communication.
- Must have a basic knowledge of regulations and procedures of child welfare and the Comanche Nation population and service area.
- Must have basic knowledge of computer skills in Microsoft Word, Excel, Outlook, and Teams. As well as Zoom, Webex, and other online video conferencing applications
- Valid driver’s license and ability to travel.
- Ability to pass required background checks.
Preferred
Qualifications
- Experience working with tribal governments or Native American communities.
- Knowledge of foster care licensing standards and processes.
- Courtroom experience and report writing.
