You will be based at our Headquarters in Manila, Philippines and relocation is required. All reasonable relocation expenses will be covered.You will report to Assistant Treasurer, TDID and will oversee junior team members.Your RoleAs a Treasury Specialist, you will manage investment portfolios to support the division's liquidity management objectives and ADB's financial strength. You will contribute to the development and implementation of investment strategies, policies, and guidelines, operating within established authorities, risk parameters, and institutional objectives. You will work closely with internal stakeholders, management, and external counterparties on critical treasury activities.You will:A. Portfolio and Liquidity ManagementHelp achieve projected income targets from liquidity investment operations within approved investment authorities and guidelinesDevelop and implement portfolio strategies for debt-funded liquidity, ensuring that available funds are invested prudently and excess liquidity is minimizedSupport liquidity pool management, daily cash positioning, short-term funding, and reconciliation across multiple portfoliosManage cash flows to ensure funds are available for investments, disbursements, and other operational requirementsHelp administer other assets under managementB. Risk Monitoring, Performance, and ReportingMonitor assigned portfolios and report on risk, exposures, strategy implementation, performance, and market developmentsIdentify new investment opportunities and recommend appropriate enhancements to investment policies and guidelinesC. Stakeholder and Institutional EngagementMaintain effective relationships with market counterparties and other partners to support high-quality transaction executionParticipate in interdepartmental committees and working groups addressing funding requirements, asset and liability management and risk management mattersD. Other DutiesPerform other responsibilities that may be assigned as reflected in the workplan
You will need:University degree in finance, economics, accounting, or a related field, preferably at postgraduate level or its equivalentAt least 6 years of relevant professional experience, with knowledge of portfolio management theory and practiceExperience in liquidity management across a broad range of instruments, including fixed income, money market instruments, foreign exchange forwards, swaps, and repoUnderstanding of the evolving regulatory environment and its impact on external counterparties' operationsKnowledge of multilateral development banks' investment guidelines, strategies, and reporting requirementsWritten and verbal proficiency in EnglishInternational experience working in several countries.Please refer to the link for ADB Competency Framework for TI1. This decision will be made in the overall interest of ADB that: (a) it will require Staff's particular blend of skills and experience in the foreseeable future; and (b) Staff's performance is satisfactory and they are suitable for further employment.
