Responsibilities

We are seeking an experienced and meticulous Treasury Management Expert. You will lead our licensed corporation's daily operational fund alignment, liquidity monitoring, and Securities and Futures Commission (SFC) compliance reporting (FRR). This role is critical to optimizing fund yields and managing liquidity risks while ensuring strict adherence to the Hong Kong Securities and Futures Ordinance (SFO). Key Responsibilities - Active Capital Management & Yield Optimization 1. Lead cash management operations, including handling daily operational funds settlement and business capital flows (e.g., MMF subscriptions, IPO funds, Margin calls, etc.). 2. Allocate fund positions to enhance yields on idle cash, compile balance for house and client accounts, and provide regular treasury status reports to management. - Liquidity Monitoring & Position Control 1. Monitor liquidity indicators, formulate fund utilization plans, and manage liquidity reserve schemes to ensure seamless payouts and redemptions. 2. Conduct daily trust reconciliations for client funds and accounts, ensuring all fund transfers strictly comply with SFC regulations. 3. Supervise the booking and settlement of broker accounts, including receivables/payables from brokers, clearing houses, and other counterparty accounts. - SFC Compliance & FRR Reporting 1. Monitor daily Liquid Capital levels of the licensed corporation, conducting proactive scenarios analysis to mitigate potential risks to liquid capital. 2. Prepare and submit monthly and quarterly Financial Resources Rules (FRR) reports accurately and punctually in accordance with SFC requirements. 3. Act as the main point of contact to answer SFC inquiries regarding financial accounts, collaborating with the Compliance Department to ensure 100% regulatory compliance. - Business Partnering & Process Optimization 1. Partner with business units to interpret SFO regulations and provide expert advice on how various business structures (e.g., Margin financing, IPO, SBL, REPO, Short sell, Short option, etc.) impact liquid capital levels. 2. Deliver precise data analysis and professional insights regarding FRR and financial metrics to support business growth. 3. Continuously review and optimize the operational and financial workflows of the licensed entities based on Chapter 571 of the Securities and Futures Ordinance.

Qualifications

  • Core Experience: 1. 6+ years of relevant professional experience, with at least 4 years of hands-on experience in an SFC-licensed corporation, possessing a deep understanding of practical daily operations. 2. Proven track record in capital planning, position allocation, and independent preparation of monthly/quarterly FRR reports. - Regulatory Expertise: 1. Deep familiarity with the Hong Kong Securities and Futures Ordinance (Cap. 571) and a solid understanding of daily operations for Type 1, 2, 4, 5, and 9 licensed activities and their impacts on cash and liquid capital. - Language & Communication: 1. Excellent communication and cross-departmental coordination skills. 2. Fluency in English, Cantonese, and Putonghua (both written and spoken) is essential. - Preferred Qualifications: 1. Holding a CPA or equivalent professional accounting qualification is highly preferred.
