Transportation Specialist IV or V: District Portfolio Office (Austin District)-(2601064)Position Information

TxDOT's Austin District Portfolio Office (Central Design) is looking for a Transportation Specialist IV or V position in Austin, Texas This position provides technical computer aided drafting expertise and coordination for design and development of transportation projects involving multiple design and advanced drafting techniques. This position will involve active roadway design and project management for internally developed projects. Some of these projects will consist of complex urban and rural safety improvement projects, mobility projects, as well as innovative intersection improvements, main lane widening, retaining wall design, freeway ramp reversals, bridge replacements and complex drainage projects.

Assists with project planning and oversight, and the development of policies and procedures for area of responsibility. Work requires contact with governmental officials, consultants, contractors and private entities. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence.

This position is for ONE (1) Transportation Specialist IV or V. The Texas Department of Transportation reserves the sole right in determining the level of the position based on the applicant’s work experience, education, skill level, and all other appropriate factors, and based on business needs.

Salary Plan/Grade:

  • Transportation Specialist IV B22 ($57,614 - $93,138/yearly)
  • Transportation Specialist V B24 ($65,104 - $106,634/yearly)

This position provides high-level technical expertise and coordination for transportation programs involving multiple design and advanced building construction projects, construction of transportation systems, traffic operations, maintenance of highways and facilities, or bridge inspection and appraisal in accordance with Department standards. Assists with project planning and oversight and the development of policies and procedures for area of responsibility. Work requires contact with governmental officials, consultants, contractors and private entities. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence.

Essential Duties:

The essential duties for a Transportation Specialist IV and V include:

  • Assists in overseeing project assignments and determining work requirements to complete project plans and coordinates scheduling to accommodate projects already underway.
  • Assists in overseeing project design involving design calculations and sketches of plans, layouts and typical sections.
  • Assists in prioritizing and scheduling projects.
  • Performs other job responsibilities as assigned. This position requires driving a state vehicle.

Additional essential duties for a Transportation Specialist V include:

  • Evaluates and analyzes highly complex design issues.
  • Develops site layouts utilizing engineering workstations and software.
  • Reviews and oversees plan packages submitted by consultants.
  • Reviews and revises Plans, Specifications & Estimates and project designs for traffic control devices, signals, signs, markings, detours, traffic control plans, roadway illumination, traffic management systems or Intelligent Transportation Systems (ITS).
  • Serves as technical member on transportation-related projects.

Minimum Qualifications:

Education: Bachelor's Degree in a related discipline. Relevant experience may be substituted for education on a year per year basis. Substitutions for Minimum Qualifications

Experience

Transportation Specialist IV and V: 5 YEARS transportation design, construction, traffic operations, maintenance, bridge inspection experience. (Experience can be satisfied by full time or prorated part time equivalent) Related graduate level education may be substituted for experience on a year per year basis.

Licenses and Certifications: Valid driver’s license. This position requires driving a state vehicle.

  • Performing calculations to include material and labor estimates, expenses, technical survey data and engineering calculations
  • Planning, coordinating and handling multiple projects within area of responsibility to meet short and long-term deadlines
  • Leading, assigning, reviewing, and monitoring the work of others
  • Persuasion and negotiation of critical issues
  • Interpreting applicable information
  • Using computers, applicable programs, applications, and systems

Additional Competencies for a Transportation Specialist V include:

  • The Texas Manual on Uniform Traffic Control Devices
  • Program/project planning, development, and management methodologies

Physical Requirements and Working Conditions:

  • Light work: Lift up to 20 lbs at a time and frequently lift or carry objects up to 10 lbs
  • Repetitive Motion-substantial movements of the wrists, hands, and fingers
  • Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading
