Provides high-level technical expertise and coordination for transportation programs involving multiple design and/or advanced building construction projects, construction of transportation systems, traffic operations, maintenance of highways and facilities, or bridge inspection and appraisal in accordance with Department standards. Assists with project planning and oversight and the development of policies and procedures for area of responsibility. Work requires contact with governmental officials, consultants, contractors and private entities. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence.
Essential Duties:
Performs complex field reviews of constructions projects to assist area engineers and project engineers in resolution of construction problems.
Coordinates and performs interim and final inspections to identify deficiencies.
Inspects construction methods, workmanship and maintenance procedures to ensure contractors build, install, maintain and repair traffic control/data collection related equipment or facilities in accordance with plans, specification and contract requirements.
Reviews and revises Plans, Specifications & Estimates and project designs for traffic control devices, signals, signs, markings, detours, traffic control plans, roadway illumination, traffic management systems or Intelligent Transportation Systems (ITS).
Reviews environmental documents.
Trains and makes training-related recommendations to staff on new operations.
Performs other job responsibilities as assigned.
Minimum Qualifications:
Education: Bachelor's Degree in a related discipline. Relevant experience may be substituted for education on a year per year basis. Substitutions for Minimum Qualifications
Experience 5 years transportation design, construction, traffic operations, maintenance, bridge inspection experience. (Experience can be satisfied by full time or prorated part time equivalent) Related graduate level education may be substituted for experience on a year per year basis.
Licenses and Certifications: Valid driver’s license. This position requires driving a state vehicle.

Bridge construction and evaluation methods, procedures, and regulations
Considerable knowledge of:
Roadway construction, Inspection and evaluation methods and procedures
Materials used in highway/bridge construction and maintenance
The Texas Manual on Uniform Traffic Control Devices
Applicable laws, rules, and regulations
Proficient skill in:
Writing, reviewing, and revising documents to include engineering notes, specification, standards and procedures
Training in a classroom, office, or field environment
