Position Information

The Waco District Transportation Operations Section is seeking a motivated professional to support traffic safety improvement initiatives through data analysis, program coordination, and project development activities. Coordinating with other professionals for transportation programs involving funding allocations, project development, and traffic system safety enhancement. Work will require contact with government officials, engineering consultants, contractors, and private entities. Employees at this level are expected to establish their own work plan and priorities to meet set objectives.

$48,244 – $76,028 annually
Transportation Specialist II (B20)
$51,158 – $81,351 annually

Provides technical expertise and coordination for transportation programs involving design, building construction projects, construction of transportation systems, traffic operations, maintenance of highways and facilities, or bridge inspection and appraisal in accordance with Department standards. Assists with project planning and the development of policies and procedures for area of responsibility. Work requires contact with governmental officials, consultants, contractors and private entities. Employees at this level perform work independently on assignments; however, all unusual issues are referred to the supervisor.

Essential Duties:

Transportation Specialist I:

  • Assists with coordinating and/or monitoring Community Traffic Safety Programs and activities involving preparation of the
    District Highway Safety Plan.
  • Assists with traffic management programs/projects involving technical employees engaged in developing, installing,
    testing, programming and repairing electrical/electronic devices/systems.
  • Coordinates traffic studies, analyzes traffic data, determines need and prepares plan layouts for traffic projects
    including signs, signals, illumination devices or traffic data collection devices.
  • Ensures compliance with specifications for devices; safety laws, rules, and regulations; and the Texas Manual on Uniform
    Traffic Control Devices.
  • Performs other job responsibilities as assigned.

Transportation Specialist II: (in addition to the above)

  • Coordinates communication between district/division/Department of Public Safety and other external entities.
  • Develops and monitors budgets
  • Makes recommendations to replace or modify signs, signals and illumination devices.

Qualifications

Minimum Qualifications:

Education Bachelor's Degree in a related discipline. Relevant experience may be substituted for education on a year per year basis. Substitutions for Minimum Qualifications

Transportation Specialist I:

Experience 2 years transportation design, construction, traffic operations, maintenance, bridge inspection experience. (Experience can be satisfied by full time or prorated part time equivalent).

Transportation Specialist II:

Experience 4 years transportation design, construction, traffic operations, maintenance, bridge inspection experience. (Experience can be satisfied by full time or prorated part time equivalent).

Licenses and Certifications Valid driver’s license. This position requires driving a state vehicle.

Competencies:

Considerable knowledge of:

  • Government programs and operations affecting highway and transportation development
  • Program/project planning, development, and management methodologies
  • Concepts, techniques and tools used in planning, designing and implementing database management systems and related technologies
  • Traffic operations engineering principles, practices and methods and the application of engineering theory
  • Maintaining effective working relationships with others
  • Writing, reviewing and revising documents to include engineering notes, specifications, standards and procedures
  • Analyzing and organizing business and technical data

Physical Requirements and Working Conditions:

  • Subject to inside and outside environmental conditions
  • Light work: Lift up to 20 lbs at a time and frequently lift or carry objects up to 10 lbs
  • Walking-moving on foot to accomplish tasks: long distance/from one work site to another
  • Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading
