Summary

Since 1977, the Fairfax County Department of Transportation (FCDOT) has served the Fairfax County community by enhancing mobility, safety, and the quality of life of residents, businesses, and visitors through planning, coordinating, funding, implementing, and sustaining a multimodal transportation system.

FCDOT is seeking an innovative, motivated, and public service-oriented Transportation Planner II to join the Transportation Planning Section of the Site Analysis and Transportation Planning Division. This position will support the team’s efforts to plan, evaluate, and promote transportation improvements in a jurisdiction including urban, urbanizing, suburban, and rural areas and is increasingly investing in pedestrian, bicycle, and transit facilities. In a dynamic and quickly evolving environment, this position will provide a challenging and rewarding experience for an individual interested and invested in achieving the County’s strategic transportation goals.

Responsibilities include:

• Analyzing and reviewing multimodal transportation analyses associated with countywide, subarea, or corridor transportation planning studies, including traffic impact studies;
• Evaluating the transportation implications of proposed changes to a corridor, as well as proposed amendments to the Comprehensive Plan, and preparing appropriate comments and recommendations;
• Utilizing FCDOT’s Comprehensive Transportation Analysis User’s Manual to determine appropriate metrics (e.g., pedestrian level of comfort, bicycle level of traffic stress, transit access, vehicle delay) and methodologies for multimodal transportation assessments and developing findings and recommendations for transportation improvements;
• Providing subject matter expertise in software use (e.g., Synchro, VISSIM, etc.) as applicable to project needs;
• Assessing transportation impacts of land use and road improvements proposals using multiple metrics and developing findings and recommendations for transportation improvements;
• Reviewing transportation impact studies using Fairfax County travel demand and/or regional modeling tools, and developing recommendations to address adverse transportation impacts;
• Developing and communicating technical reports, status reports, meeting summaries, Comprehensive Plan text, official items for Board of Supervisors’ consideration, and other written materials as required to successfully complete projects or assignments;
• Coordinating, arranging, and/or participating in meetings with stakeholders, including other FCDOT units, other County agencies and departments, and external organizations such as the Virginia Department of Transportation (VDOT), Northern Virginia Transportation Authority (NVTA), Northern Virginia Transportation Commission (NVTC), Washington Metropolitan Area Transit Authority (WMATA), and the Virginia Department of Rail and Public Transportation (VDRPT);
• Planning for and conducting outreach activities for transportation projects and studies, such as public surveys, pop-up community events, walk and bike audits, and other engagement strategies;
• Preparing presentations for community meetings, advisory groups, technical working committees, briefings for senior leadership and/or elected officials, and other audiences, as required to meet specific audience needs; and
• Attending project-related meetings and workshops, both in-person and virtual, including occasional evenings and weekends.

MINIMUM QUALIFICATIONS:

Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four-year college or university with a bachelor's degree in civil engineering, urban, regional or transportation planning, or a closely related field; plus two years of professional experience in civil engineering, urban, regional or transportation planning, or a closely related field.

CERTIFICATES AND LICENSES REQUIRED:

Valid driver’s license

NECESSARY SPECIAL REQUIREMENTS:

The appointee to this position will be required to complete a driving record check to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:

• Bachelor’s degree in Transportation Planning or a related field, and at least three years of relevant work experience in multimodal transportation analysis;
• Strong computer skills and experience utilizing geographic information systems (GIS), transportation planning software packages, and microsimulation and analysis software (e.g., Synchro, VISSIM, Synchro, Sidra, etc.), to evaluate pedestrian, bicycle, for pedestrians, bicycles, transit, and/or vehicle facilities;
• Experience evaluating transportation impacts of land use or road improvement proposals;
• Strong organizational, time management, and project management skills, including ability to coordinate multiple projects, prioritize, and meet established deadlines;
• Strong analytical skills, excellent oral and written communications skills;
• Professional license in engineering or planning; and
• Desire to advance a collaborative and supportive culture.

PHYSICAL REQUIREMENTS:

Work is generally sedentary. However, employee may be required to do some walking, standing, bending, and carrying of items less than 25 pounds in weight. Ability to input, access, and retrieve information from a computer. Visual acuity to review detailed drawings, plans and documents. All duties performed with or without reasonable accommodations.
