The Transportation Planner position supports the delivery of major transportation capital projects and regional funding programs. This position assists with multi-year subregional initiatives, funding agreement and compliance requirements and coordinates closely with cities, consultants and internal departments to ensure timely and effective project advancement.

Examples of duties

• Researches, analyzes, and applies standard research methods in assigned projects or programs
• Assists in the coordination, development, and implementation of Metro programs, projects, or policies
• Prepares or assists in the preparation of specific components of scopes of work, financial plans, schedules, contracts, and agreements
• Supports the acquisition process and administration of contracts from the end-user/business unit perspective
• Develops, conducts, and evaluates studies, projections, and plans
• Assists in reviewing programs, projects, and proposals to determine compliance with appropriate laws, rules and regulations
• Assists in evaluating the costs, benefits, and risks associated with various plans, programs, and projects
• Participates in meetings with internal and external stakeholders
• Assists local jurisdictions and outside agencies relative to Metro programs and projects
• Coordinates with other Metro departments and programs
• Applies appropriate computer software applications and database systems to complete assigned projects
• Prepares data visualizations, reports, letters, and responses to inquiries

Qualifications

A combination of education and/or experience that provides the required knowledge, skills, and abilities to perform the essential functions of the position. Additional experience, as outlined below, may be substituted for required education on a year-for-year basis. A typical combination includes:

Education

• Bachelor's Degree in Urban or Transportation Planning, Engineering (Civil, Transportation, Structural, Industrial, Mechanical, Architecture, etc.), Business, Public Administration, Political Science, Urban Design, Public Policy, Finance, or a related field

Experience

• One year of relevant experience in transportation, planning, project management, urban design, transportation system design and research, travel simulation and demand modeling, transportation finance, operations planning, or other related area

Certifications/Licenses/Special Requirements

• A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions

Preferred Qualifications

Preferred Qualifications (PQs) are used to identify relevant knowledge, skills, and abilities (KSAs) as determined by business necessity. These criteria are considered preferred qualifications and are not intended to serve as minimum requirements for the position. PQs will help support selection decisions throughout the recruitment. The following are the preferred qualifications:

• Experience supporting transportation funding programs, including execution of funding agreements and amendments, invoice review, and ensuring compliance with reimbursement procedures and program guidelines
• Experience coordinating with local jurisdictions, Councils of Governments (COGs), consultants, and internal departments to advance transportation capital projects and resolve project-related issues
• Experience supporting the delivery of capital improvement projects through environmental, design, right-of-way, or construction phases, including tracking action items, maintaining documentation, and monitoring schedule progress
• Experience preparing, reviewing, or contributing to Board reports, program updates, or executive-level materials, ensuring accuracy, completeness, and timely submittal
• Experience collaborating with diverse internal and external stakeholder groups on multi-modal transportation capital projects and programs

Supplemental information

• Theories, principles and practices of transportation, including land use planning and regulations, mobility, and/or public finance
