
Transportation Operations - GIS Analyst III or IV-(2600926)Position Information
The Texas Department of Transportation Houston District is seeking a motivated and experienced GIS Analyst III or IV to join our Transportation Operations Programs Office, working directly with the Director of Transportation Operations. This role supports key safety programs focused on reducing fatalities and improving roadway operations across the Houston District. You’ll use GIS, spatial analysis, and data visualization to help turn safety ideas into actionable projects. GIS in the Houston District isn’t a back‑office function. It directly supports public safety, operational efficiency, and data‑driven decision making. The tools and analysis you develop will help teams understand what’s happening on the roadway, plan smarter, and deliver better outcomes for the traveling public. This is a lead‑level role, with responsibility for supporting Transportation Operations priorities and managing data that informs the district safety initiative. GIS Analyst III:
Performs advanced geographic information systems (GIS) data development, integration and analysis, produces maps and graphics, and extracts, analyzes and reports data. Provides technical assistance and support of transportation activities or projects. Work requires contact with governmental agencies. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence.
GIS Analyst IV:
Performs advance geographic information systems (GIS) data development, integration and analysis, produces maps and graphics, and extracts, analyzes and reports data. Provides technical assistance and support of transportation related activities or projects. Work requires contact with governmental agencies. Serves as Lead Worker or Project Leader. Employees at this level establish their own work plan and priorities to meet set objective. Issues are rarely referred to the supervisor but are handled at the occurrence.
Essential Duties:
GIS Analyst III:
May serve as a lead worker or project leader.
Collects global positioning system (GPS) data and converts GPS data into GIS datasets.
Conducts mapping research to ensure accurate use of data and resolve conflicting information.
Creates, maintains and updates GIS databases and cartographic products using the ESRI suite of ArcGIS software.
Develops and maintains links between attributes and other databases.
Creates and updates documentation including standard operating procedures, project plans, wiki pages, metadata, etc.
Utilizes ArcGIS Online to create and maintain feature services and web mapping applications.
Generates reports and produces graphic products.
GIS Analyst IV:
Includes all essential duties listed for GIS Analyst III as well as:
Collects, prepares, digitizes and codes spatial data into GIS format.
Minimum Qualifications:
GIS Analyst III:
Education Bachelor's Degree in Geography, Geographic Information Systems or related field. Relevant work experience may be substituted for degree on a year per year basis Substitutions for Minimum Qualifications
Experience 2 years using Environmental Systems Research Institute (ESRI) products in cartographic production, GIS or GPS analysis. (Experience can be satisfied by full time or prorated part time equivalent).
Licenses and Certifications Valid driver’s license. This position requires driving a state vehicle.
GIS Analyst IV:
