We are seeking an experienced Transportation Engineering Lead to provide senior technical leadership and project management for complex transportation infrastructure projects throughout Illinois. This role will serve as a technical authority and project lead for high-profile Illinois Department of Transportation (IDOT) and Illinois Tollway Phase I studies, including preliminary engineering, feasibility studies, corridor planning, alternatives analysis, and environmental documentation.
The successful candidate will lead multidisciplinary teams through all aspects of preliminary engineering while serving as a trusted advisor to clients, mentoring junior staff, supporting business development, and ensuring the delivery of high-quality technical solutions that meet client objectives, schedules, and budgets.
The Impact You'll Make
- Lead Phase I transportation engineering projects for IDOT, Illinois Tollway, municipalities, and other public agencies.
- Manage preliminary engineering and feasibility studies for highways, roadways, interchanges, bridges, and multimodal transportation improvements.
- Direct alternatives analyses, corridor studies, concept development, and engineering evaluations.
- Oversee preparation of Phase I engineering documents, technical reports, design studies, and supporting documentation.
- Coordinate multidisciplinary teams including roadway, structures, traffic, drainage, utilities, environmental, geotechnical, and right-of-way specialists.
- Serve as the primary client contact and maintain strong relationships with IDOT, Illinois Tollway, local agencies, and stakeholders.
- Provide technical oversight and quality assurance for engineering deliverables.
- Lead project planning, scope development, budgeting, scheduling, staffing, and risk management.
- Participate in public involvement meetings, agency coordination meetings, and stakeholder presentations.
- Mentor and develop junior engineers while promoting technical excellence throughout the organization.
- Support proposal development, interviews, and strategic business development initiatives.
- Ensure compliance with IDOT Bureau of Design and Environment (BDE) Manual, Illinois Tollway standards, NEPA requirements, and applicable federal and state regulations.
The Expertise You'll Bring
- Bachelor's degree in Civil Engineering from an ABET-accredited university.
- Professional Engineer (PE) license in the State of Illinois (required).
- 12+ years of progressive transportation engineering experience, with significant emphasis on preliminary engineering and Phase I studies.
- Demonstrated experience leading IDOT and Illinois Tollway projects.
- Extensive knowledge of:
- - Phase I Engineering
- - Feasibility Studies
- - Alternatives Analysis
- - Corridor Studies
- - NEPA documentation
- - Environmental coordination
- - Preliminary roadway geometric design
- - Agency permitting and approvals
- Proven experience managing multidisciplinary engineering teams and multiple concurrent projects.
- Strong client management, leadership, communication, and presentation skills.
- Experience developing project scopes, schedules, and budgets.
Preferred

Qualifications
- Master's degree in Civil Engineering or Transportation Engineering.
- Project Management Professional (PMP) certification.
- Experience with CMAP planning initiatives and municipal transportation projects.
- Working knowledge of Phase II design and construction engineering services.
- Established relationships with IDOT districts, Illinois Tollway staff, and local public agencies.
- Experience leading pursuits and winning transportation infrastructure projects.

Compensation & Pay Transparency

Anticipated Base
Salary Range: $160-200K per year
