This position requires a strong civil engineering foundation, extensive knowledge of state DOT software, technology, and processes, and a proven track record of leadership in transportation projects. Responsibilities include managing complex projects, mentoring junior engineering staff, developing innovative solutions, and ensuring compliance with state and federal regulations. Performs highly advanced and complex transportation engineering work in bridge design and construction for the Information Technology Division. Provides support for TxDOT divisions and districts by acting as a liaison with ITD. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials and private entities. Employees at this level are virtually self-supervising and assume direct accountability for the work product.

Essential Duties:

• Analyzes new or existing procedures and information systems for efficiency and effectiveness
• Provides roadway, bridge, traffic, construction, maintenance or related civil engineering support for districts and divisions
• Reviews and recommends engineering applications and software
• Serves as a primary help desk resource for highly complex and advanced technical and policy issues
• Assists districts with transportation engineering related matters.
• Develops training courses and/or materials.
• Ensures compliance with transportation engineering standards.
• Provides assistance and technical support to districts, divisions and the FHWA in matters concerning engineering standards.
• Performs other job responsibilities as assigned.

Minimum Qualifications:

Education:

Bachelor's Degree in engineering or related science bachelor's or higher degree accepted by TX PELS.

Experience:

8 years engineering, transportation engineering, or related engineering experience (Experience can be satisfied by full time or prorated part time equivalent). Related graduate level education may be substituted for experience on a year per year basis. Substitutions for Minimum Qualifications

Licenses and Certifications:

  • Valid driver’s license. This position requires driving a state vehicle.
  • Licensed Prof Engineer*

*Professional engineers licensed in another state in the United States, but not currently licensed in the State of Texas, must (1) meet the license requirements of the State of Texas Engineering Practices Act, (2) obtain a professional engineering license from the State of Texas within six (6) months of the date of hire, and (3) sign an agreement to that effect as a condition of employment.

Preferred Qualifications:

• Experience with Civil Engineering Software and Applications.
• Experience leading and supporting technology projects for civil engineering.
• Experience training professional civil engineers and civil engineering staff.

Competencies:

Extensive knowledge of:
• Hydrologic and hydraulic engineering principles, practices and methods and the application of engineering theory
• Road and Bridge construction and evaluation methods, procedures and regulations
• Applicable engineering workstations and applications to support efficient planning and design activities
• Roadway and Bridge inspection and appraisal methods and procedures

Expert skill in:
• Performing basic design and drafting
• Applying engineering principles, practices, and methods in job responsibilities

Proficient skill in:
• Maintaining a safe and effective working relationship with others

Additional competencies:
• Digital Delivery workflows
• Knowledge of TxDOT's Roadway and Bridge Design standards
• Knowledge of Roadway and Bridge Engineering concepts
• Ability to provide quality customer service to end users

Physical Requirements and Working Conditions:

• Sedentary work: Lift up to 10 lbs at a time and occasionally carry files/small tools
• Sitting - prolonged periods of time
• Repetitive Motion-substantial movements of the wrists, hands, and/or fingers
• Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading
