The Transportation Engineer in this position carries out Traffic Engineering related responsibilities in the District 8 area, and reports to the Region 1 (Districts 4, 5, 6, 7, and 8) Traffic Engineering Manager. District 8 includes: Tucker, Pendleton, Randolph, and Pocahontas counties. The selected applicant provides direct Traffic Engineering-related support in the District 8 area and to the District 8 headquarters. Typical day to day responsibilities may include investigating reported traffic operation and/or safety related issues at various locations by performing field observations, reviewing crash data, obtaining or reviewing traffic counts, and/or obtaining or reviewing traffic speed data; performing speed studies to determine new or adjusted speed limits for roadways; developing recommendations for pavement marking or traffic sign changes or additions, traffic signal phasing or timing adjustments, roadway modifications, and intersection modifications to address issues or requests; reviewing requests and providing recommendations related to pedestrian and bicyclist infrastructure and crossings; drafting Commissioner Orders for speed limits and parking restrictions; reviewing conditions of traffic signs, markings, or other traffic engineering related assets and providing recommendations for repairs or replacements; performing traffic operations analysis utilizing modeling software to develop improvement recommendations; review of Maintenance of Traffic (MOT) plans for District projects; review of active work zones in the District to identify MOT related issues; review of locations for proposed new driveway entrances onto the state road system; and performing sight distance analysis for intersections or driveways.
This position will provide implementation support at the District level and may assist in the development of central office-initiated programs, initiatives, and policies in the areas of traffic operations; traffic safety; traffic asset inventory, review, and maintenance; and traffic engineering related project planning and review. The selected applicant will regularly coordinate with the Regional Manager and other region District Traffic Engineers. This position will be required to attend Traffic Engineering related training, peer exchange, and coordination/planning meetings in Charleston or other locations on a periodic, regular, or routine basis as determined to be needed.
This position is the direct supervisor of an assigned traffic technician or engineer assistant and the District Sign Shop Manager. Additionally, this role is responsible for general oversight of the District Sign Shop and providing general or as-needed specific direction to the Sign Shop on day-to-day work or longer-term initiatives. Performs related duties as required.

• Serves as a senior level with recognized expertise which may include papers and/or credits published in nationally recognized transportation literature; presentations to national, regional or State professional groups, active membership in recognized national organizations or professional groups dealing with transportation engineering or other demonstrated expertise in a transportation engineering specialty such as concrete, steel, bituminous materials, environmental measurements, geotechnical evaluations, instrumental analysis, computer application, structural analysis, electronics, metallography, corrosion, welding and mathematical analysis, transportation systems analysis, route location, project evaluation, transportation planning, design, pavement, hydraulics, and other related fields
• Travel may be required; therefore, a valid driver’s license is required
• Knowledge of the current principles, methods, and practices of civil engineering, including registration as a professional engineer
• Knowledge and understanding of internal policies, procedures and practices of the Department
• Knowledge of engineering research techniques.
• Ability to supervise and plan, organize, direct, and coordinate the activities of professional engineering staff

Note: Experience must have been acquired after the obtainment of the bachelor’s degree but may have occurred before or after registration as a professional engineer.
