Are you a Civil Engineer with experience in geotechnical and pavement engineering, infrastructure management or design and construction of streets? If so, consider this exciting opportunity with the Transportation Services Asset Management Unit where you will participate in the management of assets and planning, design and construction of the City’s capital projects and work with multidisciplinary teams to advance the City's interests.

Transportation Services Asset Management Unit is seeking two (2) Transportation Engineer to support the Senior Engineer of the Linear Asset Management Team.

Major Responsibilities:

The Transportation Engineers will plan, coordinate, review, and/or directly manage various asset management activities and capital project development and delivery within an urban environment.

Specific responsibilities may include, but are not limited to, the following:

• Maintains transportation asset data including updating, editing and reviewing databases.
• Undertakes technical analysis of transportation asset conditions.
• Prioritizes maintenance and capital repair projects based on asset condition, criticality, risk exposure, service levels and other factors.
• Develops the annual and multi-year state-of-good-repair programs, along with associated budgets for maintenance and capital repair projects.
• Participates in the coordination and conflict resolution for the planning of transportation projects within Transportation Services and with other City Agencies, Boards, Commissions and Divisions, and, with external participants (e.g., utilities, 3rd parties (Metrolinx), developers).
• Reviews engineering studies, drawings, specifications, plans and cost estimates to support the planning and delivery of maintenance and capital repair projects.
• Ensures asset management practices and reporting comply with national and provincial regulations such as O.Reg. 588/17, City policies and related local and provincial engineering design guidelines, standards and specifications.
• Undertakes complex financial analyses related to transportation programs and makes recommendations on program changes and divisional priorities.
• Anticipates future transportation needs and ensure that infrastructure capacity and service levels align with traffic demand, population growth, and economic development.
• Prepares Request for Proposals, Request for Quotations, evaluates tendered bids, makes recommendations for award of contracts, and prepare change directives and payment certificates.
• Oversees and evaluate the work performance of external service providers with respect to quality, timeline, cost and completion of required tasks.
• Manages assigned multidisciplinary projects, coordinates input from a variety of City staff, ensuring effective teamwork and communication, high standards of work quality to advance the initiatives of the unit in a complex municipal environment.
• Responds to public complaints and inquiries, in a verbal or written manner, on behalf of senior management.
• Ensures work is undertaken in a manner that complies with and supports City compliance with the Ontario Occupational Health and Safety Act (OHSA), other relevant codes and regulations and City policies.
• Develops leading edge initiatives and finds pragmatic solutions to transportation problems which satisfy the City's economic, environmental and social challenges.
• Conducts research into assigned areas ensuring that such research/analysis takes into account developments within the field, corporate policies and practices, legislation and initiatives by other levels of government.
• Prepares and delivers papers, reports, manuals, presentations, speeches, and training materials and represents the Transportation Division at meetings with Community Councils, standing committees, elected officials, other sections, divisions and agencies, community and special interest groups, the media, citizens and consultants.
• Responsible for carrying out varied engineering assignments within the field of civil engineering.
• Performs other responsibilities, as assigned.

Key Qualifications:

1. Must be registered as a Professional Engineer (P.Eng.) with Professional Engineers Ontario (PEO).
2. University degree in civil engineering or in a professional discipline related to the job function combined with relevant experience, or equivalent combination of education and experience.
3. Experience in transportation infrastructure asset management, including dataset development, needs assessment, maintenance and rehabilitation planning, coordination, cost estimation and budgeting.
4. Experience in delivering complex transportation engineering projects with minimal direction while balancing stakeholder interests.
5. Experience in developing Terms of Reference, scope of work, specifications and materials for projects and consultant requirements for all purchasing call documents including RFQ, RFP and oversees such external consultant assignments and projects including proposal evaluation, vendor selection, legal agreements and ongoing contract management with selected vendors.
