SDOT’s Transportation Options Group and the Mobility Solutions Section are looking for a motivated, detail-oriented collaborator to serve as our next Transportation Demand Management (TDM) Lead. In this role, you will guide projects, programs, and policy initiatives that support Seattle’s climate, equity, and mobility goals—helping more people choose sustainable ways to get around.

As the TDM Lead, you will coordinate key regulatory programs, including the City’s Commuter Benefits Ordinance, Commute Trip Reduction (CTR) program, and Transportation Management Programs (TMPs). You’ll ensure these programs meet all requirements outlined in the Seattle Municipal Code, State law, and agreements with employers, developers, and major institutions. You will also manage important deliverables from SDOT’s Transportation Options TDM Programs 5-Year Strategic Plan, lead the City’s federally funded Flip Your Trip! program (including consultant oversight), and support additional grant work as opportunities arise.

This position offers meaningful opportunities to influence policy, shape creative and award-winning TDM campaigns, and contribute directly to the City’s progress toward carbon neutrality—by helping shift most trips to zero-emission modes and reducing personal vehicle use, as outlined in the Seattle Transportation Plan. You’ll join a supportive, high-performing team focused on collaboration, innovation, and community impact.

Examples of duties

  • Manage the implementation of major TDM programs and policies. This includes performance monitoring and evaluation for participating sites as required by Seattle Municipal Code and other related policies for large employers and large buildings.
  • Oversee two $1.5M+ grant agreements; grant agreements cover implementation of the Commute Trip Reduction (CTR) program and Flip Your Trip! TDM program delivery through 2030 with assigned consultant teams and funding partners.
  • Lead consultant teams and partners with stakeholders such as large employers, property managers, relevant organizations and associations, major institution representatives, and others to ensure compliance with policy and leverage TDM best practices and public-private collaboration to maximize mode shift impact.
  • Serve as a technical expert advising programming for sites subject to CTR law and/or TMP requirements. This may include developing policy guidance and/or recommendations related to TDM regulations for major employers, development sites, and major institutions.
  • Develop and advise citywide TDM strategy, policy, and planning. Assist with setting metrics and provide regular program reporting and assessment.
  • Collaborate with teammates and across department divisions to align TDM programs with SDOT’s climate goals, long-range planning, transportation equity framework, and the team’s TDM Programs 5-Year Strategic Plan; research, develop and write grant applications as needed to deliver this work.
  • Support department goals in promoting diversity and social justice; provide solutions to address the needs of underserved and vulnerable populations via transportation options policy and program design.

Qualifications

Minimum Qualifications:

Education:

  • Bachelor's degree in transportation or urban planning, civil engineering, environmental science, English, communications, business/marketing, public policy, social work or a related field.

Experience:

  • Three (3) years of experience with developing and managing transportation, government, community engagement, policy, marketing/business, or logistics programs or projects.

OR: An equivalent combination of education and experience that demonstrates the ability to perform the position duties.

Though not requirements, strong candidates will have some of the following experience or are able to describe comparable experience:

  • Master’s degree in a related field (planning, engineering, environmental studies, public policy, communications, business/marketing).
  • Ability to use digital communication and design tools such as Adobe Suite, WordPress, Canva, and social media platforms.
  • Experience implementing transportation demand management strategies in urban, multimodal environments.
  • Knowledge of social marketing approaches that support changes in individual travel behavior.
  • Ability to set priorities, manage budgets, and lead multidisciplinary teams, including consultant oversight.
  • Experience managing demanding and competing deadlines; supervisory experience preferred.
  • Training or experience in strategic planning.
  • Experience working with elected officials, partner agencies, and the public; strong written and oral communication skills.
  • Ability to interpret policy and recommend changes at the local and state levels.
  • Ability to analyze data, identify issues, develop solutions, and evaluate outcomes.
  • Proficiency with spreadsheets, word processing, presentations, databases, and project management software.
  • Understanding of how TDM relates to areas such as behavioral science, equity, economic development, and climate change response strategy.
  • Fluency in one or more of Seattle’s community languages.

Work Environment:

  • Work is typically performed in a hybrid work environment in which a minimum of 3 days of work is completed in a City office, and 2 days of work is completed remotely in a regular 40-hour work week.
