The Transport Manager will have full responsibility for the safe, compliant and efficient operation of the Northern Ireland transport fleet. The postholder will ensure that all fleet activities adhere to statutory requirements, Operator Licence undertakings and Enva’s internal standards. They will provide strong leadership to drivers and transport teams, ensuring excellent customer service, high operational performance, and a culture of safety and accountability.

Key Responsibilities

Transport Compliance & O‑Licence Management

  • Act as the named Transport Manager on the Northern Ireland Operator Licence.
  • Ensure full compliance with all Operator Licence requirements, including vehicle maintenance, driver hours, driver competence and record keeping.
  • Maintain up‑to‑date knowledge of relevant legislation (DVSA, DVA, Working Time Directive, tachograph regulations, waste transport regulations).
  • Ensure vehicle inspection schedules, defect reporting systems and maintenance procedures are effective and adhered to.
  • Monitor and analyse compliance data (telematics, tacho downloads, inspections, MOT pass rates) and rectify non‑conformance promptly.

Fleet Management

  • Oversee fleet operations across all NI sites.
  • Manage fleet utilisation, availability and allocation to meet service needs across waste, recycling and environmental services.
  • Work with workshop teams and external suppliers to ensure timely maintenance and repairs.
  • Forecast and plan fleet requirements in line with business growth and acquisitions.

Operational Leadership

  • Lead and support drivers, supervisors and transport coordinators to deliver safe and efficient operations.
  • Manage route planning, scheduling, tonnage movements and service delivery standards.
  • Ensure timely responses to customer issues, service delays or operational incidents.
  • Embed strong safety culture including daily briefings, toolbox talks, incident reporting and corrective action follow-ups.

People Management

  • Manage performance, attendance, training and development of transport staff.
  • Carry out driver assessments, return‑to‑work reviews, investigations and corrective coaching where required.
  • Foster a culture of professionalism, teamwork and customer focus across all depots.

Reporting & Continuous Improvement

  • Produce regular performance and compliance reports for senior leadership.
  • Use telematics, fuel data, vehicle performance and route data to drive efficiency improvements.
  • Identify opportunities for operational improvements and cost savings.
  • Contribute to strategic planning including fleet replacement programmes and resource planning.

This is not an exhaustive list. You may also be required to carry out any other duties as required by the business that you are qualified/trained in that meet the requirements of this role.

Job Requirements

  • Full-time permanent role
  • 45 hours per week, Monday to Friday
  • Travel to ENVA NI sites will be required visiting waste recovery and recycling facilities.

Skills, Knowledge and Expertise

Essential Experience

  • Minimum 3 years’ experience in a transport management role within waste, recycling, environmental services or a related heavy transport industry.
  • Proven experience managing multi-site transport operations.
  • Demonstrable experience in driver management, compliance and fleet performance.

Qualifications

  • CPC Transport Manager Qualification (Road Haulage) – essential.
  • Full UK driving licence (Class 2/Category C desirable but not essential).
  • IOSH Managing Safely or equivalent – desirable.

Knowledge & Skills

  • Strong working knowledge of transport legislation and Operator Licence requirements.
  • Excellent organisational, planning and problem-solving skills.
  • Proficient with transport management systems, telematics, and tachograph analysis tools.
  • Strong leadership and communication skills, able to influence and motivate teams.
  • Ability to work under pressure and manage competing priorities across multiple sites.
