Administers state and/or federal transportation funded programs. Manage the end-to-end grant life-cycle from application evaluation and procurement to monitoring, compliance, and close-out serve as a key liaison to government agencies and community stakeholders while driving work plans forward and independently solving complex issues with sound judgment. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence.Essential Duties:Transport Funding Specialist II• Participates in strategic and short-range planning for Behavioral Traffic Safety programs and initiatives.• prepares and makes recommendations on federal and state-funded traffic safety grants, including project development, funding recommendations, reimbursement processing, budget monitoring, and grant closeout.• Ensure compliance with federal and state regulations, policies, and program requirements through monitoring, site visits, and audits.• Coordinate development and implementation of the Highway Safety Plan (HSP), district plans, and develops behavioral traffic safety procedures for program implementation.• Develop, recommend, and implement program policies, procedures, guidelines, and operational improvements.• Analyze traffic safety and crash data to identify needs, support funding decisions, and guide program priorities.• Rank and monitor projects in accordance with federal and departmental requirements.• Prepare complex funding proposals, reports, correspondence, presentations, and program documentation.• Coordinate trainings, meetings, and workshops related to traffic safety programs.• Represent the Department on local, state, and national committees, task forces, and special interest groups.• Maintain detailed program records, monitor procurement activities, and oversee project implementation and performance.• Oversees communications, publications, and educational materials supporting behavioral traffic safety initiatives.• Perform additional duties as assigned.Transport Funding Specialist IIIAll of the duties above as well as• Prepares advanced work agreements in accordance with project plans.• Analyzes advanced grants and prepares and makes recommendations on program funding; reviews and recommends grants, projects, and programs.• Resolves audit exceptions.• Reviews and edits advanced project plans and estimates.• Serves as a subject matter expert in the Behavioral Traffic Safety Program.• Consults, coordinates, and assists with programs and activities involving Department employees, state, federal, and local entities, regulatory agencies, and special interest groups.• Ensures compliance with laws, regulations, policies and procedures, and standards pertaining to programs.• Keeps abreast of and ensures compliance with federal and state requirements concerning program administration and management.
Minimum Qualifications:Education: Bachelor's Degree in transportation or business administration. Relevant work experience may be substituted for degree on a year per year basis OR related graduate level education may be substituted for experience on a year per year basis. Substitutions for Minimum QualificationsExperience: Transport Funding Spec II: 2 years grant funding administration, planning, budgeting or working with state or federal funding.Transport Funding Spec III: 3 years grant funding administration, planning, budgeting or working with state or federal funding. (Experience can be satisfied by full time or prorated part time equivalent).Licenses and Certifications: Valid driver’s license. This position requires driving a state vehicle.
Preferred Qualifications:•Child Passenger Safety (CPS) Technician Certification — Candidates who do not currently hold CPS Technician Certification will be required to obtain certification within three months of hire.• Flexible Work Schedule — Ability to work evenings, weekends, and holidays as needed to support program activities and events.• Trailer Operations — Ability to safely hook up, pull, and maneuver rollover and box trailers
