Clearance/certification requirements will be aligned to the final PWS and designated cyber work role.

Position Summary

Plan and execute ECCOS contract phase-in and phase-out activities to preserve mission continuity. The Transition Manager controls schedules, risks, briefings, task transfer, documentation, knowledge transfer, staffing interfaces, and transition actions so operational support continues without avoidable disruption.

Primary Responsibilities

  • Develop and execute comprehensive Phase-In and Phase-Out Plans aligned to contract requirements and Government priorities.
  • Build and maintain the transition master schedule, milestones, dependencies, action trackers, and status reporting.
  • Provide recurring Government transition briefings, including weekly updates during phase-in when required.
  • Identify transition risks, schedule variances, resource constraints, and continuity concerns; develop and track mitigation actions.
  • Coordinate transfer of tasks, records, documentation, tools, access, knowledge, and other transition-critical information.
  • Coordinate with incoming/outgoing teams, functional leads, subcontractors, and Government stakeholders to resolve handoff issues.
  • Verify transition completion criteria and sustain continuity of operations throughout the transition period.

Required Education and Experience

  • Bachelor's degree in business, project management, information technology, engineering, or a related field.
  • 7-10 years of relevant program/project management experience, including 3+ years leading DoD contract transitions, startups, or comparable operational handoffs.
  • Demonstrated experience managing integrated schedules, risk, knowledge transfer, documentation, and multi-stakeholder coordination.
  • Strong briefing, writing, problem-solving, and transition-governance skills.

Preferred Qualifications

  • Project Management Professional (PMP) certification.
  • Experience leading transitions for cybersecurity, IT, or U.S. Space Force mission-support contracts.

Note: The anticipated salary range for this contingent upon award position is $135K-$155K annually. The final offered salary will be determined by the candidate's specific qualifications, relevant experience, location, and the final funding level approved by the client upon contract award.
