Engage as a short-term consultant to support Pakistan Single Window (PSW) in developing a Transit & TIR Management System Implementation Roadmap
Conduct a comprehensive review of Pakistan’s transit and TIR ecosystem, including legal, operational, procedural, and technological aspects.
Perform a detailed situational analysis covering current technical, procedural, legal, IT, and regulatory frameworks, fee models, governance structures, and infrastructural capacities.
Assess capacities of relevant government departments and regulatory bodies involved in transit and TIR operations.
Conduct stakeholder consultations with PSW, Pakistan Customs, Ministry of Commerce, and business users (traders, regulators, TIR licensees, bonded carriers, terminal operators, shipping lines, etc.) to identify requirements and operational challenges.
Carry out a gap analysis to identify variances against international best practices, including frameworks under the TIR Convention, TIR Handbook, and global transit systems.
Analyze use cases not currently enabled in Pakistan’s transit and TIR flows and identify reasons for constraints in transshipment.
Recommend regulatory, procedural, and system-level improvements required to address identified gaps.
Develop stakeholder mapping and matrices using appropriate tools.
Design a comprehensive international transit system covering all modes of transport (road, rail, air, and intermodal).
Develop detailed “As-Is” and “To-Be” process flows for all components including trader/carrier registration, documentation, payments, guarantees, monitoring, and cross-border processes.
Define roles and responsibilities of stakeholders across the transit ecosystem.
Recommend improvements to the legal framework, governance structure, and business models, including financial models for implementation and operations.
Propose suitable mechanisms for monitoring, reporting, and resolving transit trade issues
Ensure alignment of the proposed system design with PSW architecture and international best practices, including eTIR frameworks.
Develop HRMS/IT-related functional considerations, including system architecture inputs, workflows, and integration points.
Prepare and submit key deliverables including:
Inception Report (methodology, work plan, risk mitigation)
Situational Analysis Report
Gap Analysis Report
Strategic Implementation Roadmap and Design
Final Consolidated Report and Presentation
Validate proposed designs and roadmap with PSW, Pakistan Customs, and other stakeholders and incorporate feedback.
Support change management, stakeholder alignment, and dissemination activities through presentations and workshops.
Provide periodic progress updates and ensure delivery of outputs within defined timelines.
Requirements
Minimum 3-5 years’ experience in transit trade systems, TIR operations, and logistics
Demonstrated experience in gap analysis of transit systems
Experience in port and logistics operations
Experience in data analysis
Knowledge of international transit conventions and cross border trade
Bachelor’s degree (preferably in Computer Science, IT, Systems Engineering, or related field)
Experience in transit system implementation will be preferred
International experience in logistics will be preferred
