Lead end-to-end transformation initiatives across the MENAT region, delivering measurable improvements in business performance, customer experience, operational efficiency, risk and control effectiveness, and colleague productivity. The role translates strategy into executable change, drives strong governance and delivery discipline, and enables pace through stakeholder leadership, programme management rigor, and effective control oversights supporting the business to simplify, modernize, and meet regulatory and commercial expectations.

As Senior Programme Manager, you’ll manage change from initiation to closure across programmes and projects that deliver defined outcomes on time and within budget. Assignments may be standalone projects or delivered as part of a wider programme.

Duties & Responsibilities:

  • Serve as an active member of senior governance forums (e.g., ExCo, Transformation Steering Committee, Investment/Change Portfolio Committees).
  • Attend and contribute to Risk Management Meetings (RMM) and/or Operational Risk & Internal Control forums, ensuring transformation delivery aligns to risk appetite and control standards.
  • Provide clear, regular reporting on delivery status, key risks, dependencies, benefits realization, and decisions required; escalate issues early and transparently.
  • Coordinate governance artefacts and approvals for investment cases, scope changes, key milestone signoffs, and post-implementation reviews.
  • Align 1st and 2nd line stakeholders (Risk, Compliance, Legal, Finance, CTO/Operations) and maintain audit-ready governance and decision records.
  • Own and deliver a portfolio of transformation initiatives, including strategic change, process re-engineering, operating model redesign, digitization, efficiency/cost programmes, and control uplift.
  • Convert strategic priorities into an executable roadmap, covering business cases, sequencing, resourcing, milestones, and measurable outcomes.
  • Lead benefits realization (financial and non-financial) by defining baselines, tracking delivery, and initiating corrective actions where benefits are at risk.
  • Build strong partnerships with senior stakeholders; influence effectively without formal authority and resolve competing priorities across business lines and functions.
  • Drive sustainable improvements in customer and colleague experience through simplification and removal of friction, embedding change into BAU.
  • Shape and articulate business and operating models, including robust business case development and target-state definition.
  • Lead programmes/projects end-to-end with autonomy, making timely strategic decisions and managing delivery through ambiguity.
  • Lead discovery and design work (problem definition, root-cause analysis, target-state design), balancing trade-offs across time, cost, quality, and risk.
  • Manage senior sponsors and stakeholders through high-quality written and verbal communications, tailored to different audiences and decision needs.
  • Design, implement, and run governance structures (sponsorship, tollgates, steering committees) in line with the Change Framework.
  • Manage budgets and resources effectively, ensuring delivery within agreed financial and capacity constraints.
  • Remove blockers proactively and navigate uncertainty, interdependencies, and shifting priorities to maintain momentum and outcomes.
  • Maintain full delivery oversight across scope, schedule, budget, RAID, assumptions, dependencies, and benefits/outcome tracking.
  • Provide integrated reporting and delivery plans across initiatives, including dependency mapping and portfolio-level visibility.
  • Ensure adoption and stabilization through change management, including communications, training, readiness assessments, and post-go-live support.
  • Manage third parties and partners where required, with clear outcomes, performance measures, and appropriate contractual/governance oversight.
  • Role-model inclusive leadership, creating an environment where diverse perspectives are actively sought and used to strengthen decisions.
  • Lead cross-functional teams (direct and matrix) with clear direction, cadence, accountability, and shared objectives.
  • Coach and develop team members on transformation methods and HSBC ways of working, building capability and succession.
  • Promote constructive challenges, transparent escalation, and strong decision-making; collaborate across business, operations, technology, risk, and finance to deliver at pace without compromising standards.

Experience & Qualifications:

  • A graduation degree is essential for obtaining a UAE visa and work permit. If your university certificate is from outside the UAE, up-to-date attestations and equivalency are also mandatory (Recognition of Higher Education Qualifications Issued Outside The UAE)
  • Strong understanding of banking risk and control expectations, with the confidence to engage effectively with 2LoD and Internal Audit.
  • Proven experience building controls into process and technology change, including change governance, policy adherence and maintaining robust, audit-ready evidence.
  • Demonstrated process improvement capability (Lean/Six Sigma or similar), with strong root-cause analysis skills and a simplification mindset.
  • Data-led approach to decision-making, comfortable using KPIs/MI/dashboards to define success measures and track outcomes.
  • Effective partner to Technology teams, spanning requirements, testing, release planning and post-go-live stabilization.
  • Strong senior stakeholder management, with clear and concise communication and confidence presenting to governance forums and influencing outcomes.
  • Able to operate in ambiguity, manage trade-offs, and drive timely decisions through structured negotiation and prioritization.
