Under the direction of the Policy and Planning Administrator, the Training and Research Manager is responsible for providing management services within their respective service areas, and as needed, statewide. This position manages members assigned to training, curriculum development and support, application development and support, communications related to operation policies and procedures and to facilitating communication with criminal and non-criminal justice agencies across the state. This position works independently and in teams to determine needs and develop corresponding solutions while coordinating with other members to plan and implement programs related to the collection and use of criminal justice information and data as directed by the Division’s strategic plan. This position requires up to 25% travel. Responsible for supervision of staff and incumbent spends most of time communicating with, motivating, training and evaluating members while planning and directing their work. This position has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. Refer to agency policy as these types of personnel actions will require final approval from Command Staff up to Senior Executive level in your Chain of Command.

SPECIAL NOTE:

  • This position will be located in Tampa or Fort Myers.

DUTIES & RESPONSIBILITIES:

Specific duties include:

  • Providing management, oversight, direction, and coordination of work to members within the CJIS Service Area of the Information Delivery & Education Team by planning workloads, prioritizing competing or conflicting responsibilities, establishing or enforcing deadlines, and directing effort toward accomplishing the objectives in the Bureau’s strategic plan;
  • Evaluating and reviewing members’ work products ensuring accuracy, quality, and timelines;
  • Conducting or participating in personnel selection, promotion, and termination processes for Service Area positions;
  • Completing periodic reviews for members as directed by Department policy;
  • Keeping leadership informed of issues or activities requiring response or direction and provides information or feedback needed to make sound decisions;
  • Providing active support and coordination for CJIS initiatives/projects;
  • Assisting members with the development and coordination of training to ensure intended needs are met;
  • Evaluating training;
  • Responsible for coordinating the design, development, implementation, and delivery of products related to criminal justice information systems such as FCIC, FALCON, CJNet, eAgent, NDEx, Peak Performance Products, IMS, and curriculum development; and
  • Ensuring the audit results and findings of the compliance team are incorporated into training development.

To be considered as a potential candidate, you must meet the minimum qualifications(s) listed below. Degrees must be from an accredited college or university as recognized by the U.S. Department of Education.

MINIMUM QUALIFICATIONS:

  1. At least one year of experience working with a criminal justice agency.

KNOWLEDGE, SKILLS & ABILITIES:

  • Knowledge of the methods of data collection and analysis;
  • Knowledge of basic management principles and practices;
  • Ability to learn the criminal justice system;
  • Ability to supervise people;
  • Ability to organize data into logical formats for presentation in reports, documents, and other written materials;
  • Ability to organize and effectively communicate both verbally and in writing;
  • Ability to utilize problem solving techniques;
  • Ability to work independently and on a team and establish and maintain effective working relationships with others; and
  • Ability to plan, organize and coordinate work assignments.

BASE SALARY:

  • $68,289.00

NOTES:

Starting salary will be at the minimum of the class pay range, unless otherwise dictated by FDLE's pay policy. The elements of this selection process may include a work sample and/or interview. Future vacancies may be filled from this position advertisement.
