Summary

Responsible for planning, developing, implementing, and administering the City’s training, development, and wellbeing initiatives. This includes creating and managing programs related to onboarding, engagement, wellness, and recognition, utilizing adult learning principles and best practice training methods.

We are looking for someone eager to build relationships, identify training growth opportunities for the City, and collaborate with a variety of people, both internally and externally. This position plays a key role in creating a positive employee experience and strengthening engagement for the City of Sioux Falls. They would be required to develop and organize a variety of programs to support and encourage growth for City employees and supervisors.

Examples of duties

  1. Coordinate and lead the strategic planning, development, and communication of meaningful and equitable training, wellbeing, and employee appreciation programming consistent with the vision set forth by the City’s mission and core values.
  2. Identify training needs and develop appropriate programming to include compliance, developmental, wellbeing, and collaboration elements.
  3. Administer the City’s learning management system, including content and curriculum identification and development, enterprise utilization, documentation of processes, management of software upgrades, testing, and ongoing training of end users.
  4. Collaborate and assist in the development and implementation of onboarding initiatives.
  5. Deliver training and wellbeing programming, both in-person and through identification and management of vendor relationships and contracts.
  6. Plan and execute employee recognition programs and events to celebrate the achievements and contributions of our teams. Coordinate award ceremonies, employee of the month programs, and other recognition initiatives.?
  7. Select, implement, and manage an employee engagement survey tool to gather feedback from employees. Develop and conduct training for supervisors regarding proper utilization of the tool and data. Communicate survey results and actionable insights to various employee groups, continuously seeking opportunities to enhance effectiveness.
  8. Research, develop, manage, and implement trainings and wellbeing solutions that promote collaboration, trust, and a positive employee experience.
  9. Work both independently and collaboratively with City departments to promote and enhance a positive, collaborative, and inclusive workplace environment. Collaborate with department leadership to encourage employee development and growth.
  10. Assess instructional effectiveness and summarize evaluation reports determining the impact of employee engagement, training, and wellbeing efforts.
  11. Assess and identify training needs to support enterprise software applications throughout the organization.
  12. Perform other such duties and functions as are necessary or incidental to the proper performance of this position.

Qualifications

Graduation from an accredited college or university with a bachelor’s degree in human resource management, instructional design, business or public administration, or a related field, and a minimum of two (2) years’ relevant experience; or any such combination of education, experience, and training as may be acceptable to the hiring authority.

Possession of a valid driver’s license is desirable.

  • Ability to manipulate, organize, and analyze computer-based data.
  • Ability to interpret and apply policy and regulations against operational practices.
  • Ability to maintain confidentiality and integrity of the Human Resources department.
  • Ability to work with limited supervision.
  • Must have mobility and ability to perform field duties in various locations throughout the city.
