Summary

Salary Range: $55,868.800 - $64,588.576/annually. Salary reflects Step 1 and Step 4 of a 7-step pay scale. Salary at hiring will be dependent upon the applicant's education, experience, and training.

Work Schedule: Monday through Friday, 8:00 a.m. - 5:00 p.m.

Job Summary:

Under general supervision, performs a variety of technical transportation planning related tasks including office and field work relating to required traffic and non-motorized counts, various traffic studies, parking studies, accident record analysis, drone photography, and multimodal use studies. Submit recommendations to city staff, school district personnel, and the public based on collected data. Establish and maintain effective working relations with other government agencies, school districts, co-workers, and the general public. Provides assistance to professional level engineering and planning staff.

Scope of Responsibility:

Incumbents have a high degree of understanding of department or functional operations and are able to work with considerable initiative. Working under management guidance, incumbents utilize established precedent to make decisions that are non-routine in nature. Incumbents may solve problems through interpretation of data resulting in a work product that has limited impact on the organization. Incumbents have frequent interaction with staff, co-workers and key customers to provide detailed procedures and respond to technical questions.

Examples of duties

Traffic research and analysis – Vehicular and Multimodal

  • Conduct and participate in field traffic studies including manual traffic counts, turning movement counts, speed studies, pedestrian gap studies, intersection delay studies, trail and bike lane usage counts, classification studies, and origin-destination studies.
  • Deploy, relocate and retrieve automated traffic counters for vehicular, bicycle, and pedestrian volume counts.
  • Conduct signal, stop and yield warrant analyses; intersection sight distance analyses; prepare stopping sight distance calculations.
  • Perform traffic signal timing calculations for individual signals and signal systems; collect and analyze travel time data to evaluate corridor timing plans.
  • Collect and analyze data for special parking studies, including bicycle parking.
  • Collect and analyze data regarding neighborhood traffic control.
  • Maintain accident report files; compile accident rates, severity ratios, and other statistics; prepare accident diagrams.
  • Prepare recommendations to City staff, school district personnel, and the public regarding a variety of traffic and pedestrian related issues.
  • Contribute to a team environment for the City and County in evaluating, analyzing and making determinations for transportation improvements across the transportation system.
  • Respond to requests for traffic data and information from the general public, outside agencies, developers, contractors and others as required.
  • Research records, maps and other information to obtain data pertaining to assigned projects.
  • Prepare reports and studies following accepted practices and standards.
  • Ability to collect, manage and maintain web-based maps, dashboards, data viewers, and other transportation information published on the City website.

Department Operations

  • Provide technical support for department’s transportation engineering and transportation planning functions.
  • Maintain accurate files, records and databases of all traffic and transportation planning data cataloged by the Department.
  • Maintain equipment inventory.
  • Provide Information to citizen boards as required.

Perform other duties as assigned.

Qualifications

Required Qualifications and Skills:

  • Specialized training beyond high school that can be obtained in one year or less and a total of one or more years of combined education and experience, or equivalent
  • A valid Montana driver’s license or must be obtained within thirty (30) days of employment
  • Must have strong interpersonal skills
  • Must be able to pass a pre-employment drug test

Preferred Qualifications and Skills:

  • Experience with city government and knowledge of department or function operations is preferred
  • Proficiency in computers and Microsoft Office is desirable
  • Working knowledge to manage and maintain transportation-related databases through development of interactive maps, dashboards, and other public-facing transportation information

Supplemental information

Work is indoors in a normal office environment with frequent field visits. Intermittent physical effort involving lifting of 25 pounds or less is required. Work requires moderate attention to detail or deadlines between 15% and 45% of the time. Exposure to one disagreeable element present in moderate intensity less than 15% of the time. Department applications necessitate frequent driving.
