A little more about your role...

We have a new vacancy for a Traffic Regulation Order (TRO) Co-ordinator to join our Local Government team. This role can be based from either our Exeter, Cardiff or Bristol offices, with hybrid working allowing for a mix of on-office and home working.

You will join our established highways and structures team, comprising over 30 professionals engaged in the delivery of WSPs long-term professional services contract for local authorities across the region.

As a TRO Coordinator, your role will be at the heart of our high performing team. Using your strong organisational skills and attention to detail you will play a central role in supporting the safe and efficient management of road networks across the region.

A significant part of the role involves developing, coordinating, and progressing Traffic Regulation Orders linked to developer-led schemes, ensuring that new developments integrate safely and effectively with the existing highway network. These TROs are the legal tools that allow the council to introduce measures such as speed limits, parking controls, and movement restrictions to help keep roads safe and easy to use.

In this TRO Co-ordinator role your main responsibilities will be:

  • Coordinate and manage the TRO lifecycle, including drafting documents, collating information, and supporting the legal consultation process.
  • Work independently to prioritise tasks, meet deadlines, and ensure accurate and timely progress of TROs.
  • Interpreting and analysing maps, drawings, and technical plans to support TRO preparation and review.
  • Engage with multiple stakeholders, including developers, engineers, legal teams, councillors, and the public to provide information, gather input, and resolve queries.
  • Prepare clear and professional written communications, including the supporting documentation required for Legal Services to draft the TRO and associated public notice, alongside reports and responses to stakeholder enquiries.
  • Provide verbal communication and updates to colleagues, partners, and stakeholders as required.
  • Support the review of legal documentation and contribute to ensuring compliance with statutory requirements.
  • Maintain accurate records and ensure documentation is compliant with statutory and internal governance requirements.
  • Assist with process improvements, data management, and coordination of TRO-related meetings or consultations.

  • Confidence in reading and interpreting maps, plans, and technical drawings.
  • A methodical, organised, and detail-focused approach to work.
  • Strong written and verbal communication skills.
  • The ability to manage workloads independently and meet deadlines.
  • Confidence engaging with multiple stakeholders, including external organisations and developers.
  • Good IT skills, including MS Office and digital mapping tools.
  • Experience in TROs, highways, planning, or transport-related work (desirable but not essential).
  • Familiarity with statutory processes, public consultation, or regulatory compliance (desirable but not essential).
