GENERAL DESCRIPTION

This position is responsible for planning and implementing natural resource stewardship activities within East Texas State Parks.

Under the direction of the Regional Natural Resources Coordinator, this position is responsible for assisting with implementing strategies and procedures to protect, restore and/or manage natural resources on Texas Parks and Wildlife Department (TPWD) State Parks within the Region.Responsible for planning, preparing, reviewing and implementing natural resources conservation activities for assigned state parklands.Duties include, but not limited to: written management plan preparation; GIS support for region’s parks and the Natural Resources Program;inventory, monitoring, and protection of sensitive natural resources; and restoration and management of natural habitats.Assists in developing, updating, and implementing natural resource, fire, and other management plans for state parklands within assigned region.Participates in preparation of burn units and implementation of prescribed fire actions.Assists in or conducts reviews for TPWD infrastructure and operational developments and repairs, as well as proposed third party developments affecting assigned state parklands.Assures compliance with TPWD code and policies, Natural Resources Program guidelines, State and Federal Endangered Species laws, and other federal and state environmental regulations.Provides technical assistance, training and staff support to regional or park staff.Performs additional duties as assigned.Complies with all Agency, Division and Branch rules, regulations and procedures.

Qualifications

MINIMUM QUALIFICATIONS:

Education:

Graduation from an accredited college or university with a Bachelor’s degree in Wildlife Science, Conservation Science, Ecology, Environmental Science or closely related field.

Experience:

NRS II:

Two years field experience in Natural Resources Management, Conservation Science or closely related field.

NRS III:

Four years field experience in Natural Resources Management, Conservation Science or closely related field.

Licensure:

Must possess or be able to obtain, within 30 days of employment, a valid state driver’s license;

Must possess or be able to obtain, within one year of employment, a Non-Commercial Political Pesticide Applicators license issued by the Texas Department of Agriculture to include the Aquatic Application certification;

Must possess or be able to obtain, within one year of employment, the National Wildfire Coordinator Group’s (NWCG) Fire Fighter Type II certification;

NOTE:Retention of position contingent upon obtaining and maintaining required licenses and certifications.

Physical Requirement:

Must be able to pass, within one year of employment, the FFTII moderate duty physical fitness standard (walk 2 miles with 25 lb. pack in 30 minutes or less).

KNOWLEDGE, SKILLS AND ABILITIES:

NRS II-III:

Knowledge of ecosystem-based natural resource management and restoration techniques;

Basic knowledge of the wildlife, plants, ecology, natural history, and habitats associated with the State Parks in Region 5 (northcentral Texas and the panhandle regions);

Knowledge of wildlife and habitat inventory and monitoring techniques for the ecological region;

Knowledge of federal, state and local environmental regulations;

NRS II:

Skill in effective verbal and written communication;

Skill in conducting biological surveys and collecting scientific data;

Skill in technical report writing;

Skill in using MS Word, Excel, Powerpoint and Outlook;

Skill in using GPS field mapping systems and GIS applications;

Skill in effective interactions with staff at all levels of the department and other state agencies and organizations;

Skill in implementing habitat management and restoration techniques;

NRS III:Skill of NRS II, plus:

Skill in collecting and analyzing scientific data;

Skill in developing comprehensive natural resource management plans;

Skill in supervising projects, as assigned;

Skill in planning, assigning and/or supervising the work of others;

Skill in communicating with the general public or agency staff on a broad range of fish, wildlife and habitat issues;

Skill in coordinating with the public, universities, department personnel, and other government agencies;

Skill in research planning and design;

Skill in training others;

Skill in identifying and developing potential solutions to resource-related issues;

NRS II:

Ability to work under general supervision, with moderate latitude for the use of initiative and independent judgment;

Ability to work as a member of a team;

Ability to supervise projects, as assigned;

Ability to coordinate feral, exotic, and nuisance animal control in accordance with TPWD Policy;

Ability to oversee the control of invasive and exotic plant species via chemical or mechanical methods;

Ability to deal effectively with the public, local partners, and non-governmental and governmental organizations;

Ability to train others;

Ability to perform manual labor including lifting supplies and materials up to 50 lbs.;

Ability to conduct work activities in accordance with TPWD safety program;

NRS III:Ability of NRS II, plus:

Ability to work under limited supervision, with considerable latitude for the use of initiative and independent judgment;

Ability to perform complex natural resource stewardship work;

Ability to manage multiple, changing priorities in a complex and dynamic environment.

WORKING CONDITIONS

Required to work from 8:00 a.m. to 5:00 p.m., Monday through Friday;

Required to work on holidays, weekends and hours other than 8:00 a.m. to 5:00 p.m. as necessary;

Required to work overtime as necessary;

Required to perform work outdoors, occasionally in adverse weather and/or difficult environmental conditions;

Must conform to TPWD dress and grooming standards, work rules and safety procedures;

Required to travel 30% with possible overnight stays;

Required to perform manual labor including, lifting supplies and materials up to 50 lbs.;

Required to operate a State vehicle;

Non-smoking environment in State buildings and vehicles.
