Job Purpose and Summary

This position is responsible for planning and managing the continuous developments to tolling systems for the Pennsylvania Turnpike Commission (PTC). Work involves managing multiple projects and coordinating between PTC departments and external contractors. Work is performed with considerable independence and reviewed by a professional superior for attainment of program goals, customer service, and overall performance. Supervision is exercised over internal and external professional and technical staff.

Essential Functions & Responsibilities

Manages, plans, and organizes Toll Systems Technologies daily operations and internal/external staff functions including supervision, performance management, delegation of work assignments, and review of work product.

Manages the day-to-day operations and performance of toll collections systems including Open Road Tolling (ORT) gantries, lane equipment, communications networks, and back-office systems.

Manages the development and implementation of the toll systems Quality Assurance (QA) Program.

Manages the administration of Toll Systems Technologies projects for upgrades, enhancements, or expansions. Provides support in the planning and development of the scope of work, risk assessments, implementation strategies, and quality assurance reviews.

Manages and monitors the project lifecycle to ensure system changes are completed in a timely manner and in accordance with the established System Development Life Cycle (SDLC), change management, and testing procedures.

Monitors system health and ensures contract performance metrics and service-level reviews are evaluated.

Ensures the proper integration and data accuracy between toll systems. Manages testing, auditing, and data validation efforts.

Serves as a technical liaison and provides technical direction in the resolution of complex system issues impacting daily operations.

Ensures compliance with policies and procedures as outlined in the operating and reciprocity agreements and the inter-CSC reporting file specifications. Ensures system data complies with cybersecurity, system access control and data protection practices.

Ensures that TC systems meet the needs and expectations of customers and conform to standards set by internal policies and national standards on interoperability.

Maintains professional liaison with staff, consultants, and other stakeholders to ensure systems align with operational and business needs.

Conducts, attends, and represents the PTC at committees, meetings, and other planning groups.

Responds to emergencies and participates in on-call rotations 24/7/365 for real -time event management and property damage investigations.

Uses situational awareness to anticipate and prevent accidents.

Performs related duties as assigned.

Qualifications

Ten (10) years of experience analyzing, designing, or serving as a project manager for tolling or other real-time system technologies;

OR

Six (6) years of experience analyzing, designing, or serving as a project manager for tolling or other real-time system technologies AND a bachelor’s degree in information technology, engineering, business administration, or related field.

Equivalent combination of education and/or experience may be accepted.

Two (2) of the years of experience must be in a supervisory capacity.

Possession of a valid driver’s license. Must obtain and maintain a valid Pennsylvania driver’s license within six (6) months of employment.

Physical Demands and Work Environment

Position demands include frequent speaking, writing, and reading reports. Position requires frequent work at a computer utilizing business programs and PTC specific operating systems. Position requires occasional travel and/or fieldwork with exposure to roadway traffic. Occasionally works outside of normal business hours for assigned work assignments.

Office environment with low levels of noise, adequate lighting, and comfortable temperature. Field environment may include exposure to moderately adverse and undesirable conditions. Physical environment is generally safe, but safety equipment or precautions must be followed in field conditions.
