The Bureau of Health Improvement and Wellness (BHIW) is comprised of programs which address prevention and improved health outcomes for Ohioans across the lifespan. BHIW includes programs that address chronic diseases, prevent and reduce injuries, promote access to health care, and reduce health disparities. Program initiatives include the promotion of healthy eating and active living, as well as the prevention of chronic diseases, tobacco use, child injuries, sexual assault, domestic violence, and drug overdoses.

What You'll Do:

The Bureau of Health Improvement and Wellness is looking to fill one (1) dedicated Health Planning Administrator 2 to manage the Tobacco Use Prevention, Cessation, & Compliance Program (TUPCCP). This role leads statewide tobacco prevention and cessation initiatives, oversees major grant-funded programs, manages staff, and ensures compliance with state and federal requirements. The ideal candidate is a strong leader with expertise in tobacco prevention, health program management, and data‑driven decision‑making. Job duties include:

  • Manage the statewide Tobacco Use Prevention, Cessation & Compliance Program.
  • Develop program goals, budgets, performance standards, and strategic activities.
  • Oversee grants, contracts, RFPs, and monitoring systems.
  • Review funding proposals and ensure compliance with state and federal guidelines.
  • Lead tobacco prevention, cessation, and compliance initiatives (Tobacco 21, Quit Line, Smoke Free Workplace).
  • Provide consultation, training, and technical assistance to staff and partners.
  • Ensure compliance with CDC grant requirements and oversee GRF funds.
  • Supervise staff, manage workflows, and support staff development.
  • Prepare reports, proposals, evaluations, and program documentation.
  • Serve as liaison to state and federal agencies and represent the program at meetings and conferences.
  • Support the Program Administrator with reporting, complaints, publications, and data‑driven programming.

Qualifications

Position Qualifications:

  • 4 yrs. exp. in planning & administering health program(s), with experience to be commensurate with approved position description on file.

OR

  • Completion of graduate core program in field of public health, health administration, preventive medicine, social work, nursing or other health-related field, or public policy & management/public administration or business administration AND 12 mos. exp. in planning & administering health program(s), with education & experience to be commensurate with approved position description on file.

OR

  • 12 mos. exp. as Health Planning Administrator 1, 65245, with experience to be commensurate with approved position description on file.

OR

  • Equivalent of Minimum Class Qualifications for Employment noted above.

Unless required by legislation, the selected candidate will begin at Pay Grade 14, Step 1 of the Exempt Pay Range Schedule ($40.40 per hour), with an opportunity for pay increase after six months ($42.70 per hour) of satisfactory performance and then a yearly raise thereafter.
