BRIEF POSITION SUMMARY

Perform moderately complex (journey-level) staff services work across multiple staff and business services functions to include human resources, purchasing, travel, and records management. Reports to the Deputy Director. Works under general supervision, with limited latitude for the use of initiative and independent judgment.

WORK HOURS: 40 hours a week with some holidays and weekends

ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES

  • Perform work across multiple staff and business services functions, such as human resources, accounting, budgeting, purchasing, payroll, travel, records management, and property management.
  • Perform occasional outreach and correspondence with local city, county, and state entities regarding program activities.
  • Provide technical assistance to program leadership, section managers, and staff related to various staff services functions.
  • Prepare, edit, and distribute correspondence, reports, forms, and documents.
  • Respond to inquiries and interpret rules, regulations, policies, and procedures.
  • Develop and maintain record and filing systems, which include performing records retention work and coordinating with staff on the disposal of records according to the agency retention schedule.
  • Perform facilities management functions such as submitting work order requests and monitoring the entry and security systems.
  • Coordinate and schedule travel for agency employees and serve as travel coordinator.
  • Analyze internal processes and assist with recommending and implementing procedural or policy changes to improve operations.
  • Assist in the development of program guidelines, procedures, and policies, and monitor compliance with policies and procedures.
  • Coordinate, participate, and assist with developing job postings and screening applicants.
  • Prepare and distribute requests for payroll changes, promotions, demotions, merit increases, disciplinary actions, transfers, and terminations and send to Human Resources for processing.
  • Prepare and track procurement requests in accordance with all state and agency requirements; maintains inventory of procured items.
  • Monitor completion of performance evaluations and consolidate completion reports to Human Resources.
  • Attend relevant training to maintain the essential functions of the position.
  • May be required to perform duty in support of national emergencies, disasters, and other missions, to include holidays and weekends.
  • Perform related work as assigned.
  • Attend work regularly and observe approved work hours in accordance with agency state employee policies and procedures handbook.

Qualifications

MINIMIUM QUALIFICATIONS

EDUCATION:

  • Graduation from an accredited four-year college or university is required (substitution allowed).

PREFERRED EDUCATION:

  • Graduation from an accredited four-year college or university with major coursework in human resources, business administration or a related field is preferred.

EXPERIENCE:

  • Two (2) years of experience working in human resources or business administration is required.
  • Experience with, and skilled in, the use of Microsoft Office, to include Word, Outlook and Excel is required.

SUBSTITUTION:

  • One (1) year of supervisory or department lead experience may substitute for one (1) year of experience in human resources or business administration.
  • Additional years of work experience in office management, business administration, staff support, and fiscal management activities may substitute for required education on a year per year basis up to four (4) years.

PREFERRED EXPERIENCE:

  • Experience working in Oracle software systems is preferred.

REGISTRATION, CERTIFICATION OR LICENSURE:

  • First Aid and CPR certifications, or the ability to obtain such certifications within six months of hire, are required and must be maintained throughout employment.
  • Valid driver's license is required.*If not currently a Texas resident, must obtain a Texas Driver's License within 30 days after entering Texas as a new resident. A satisfactory driving record is required for operating state or personal vehicles to conduct agency business.

OTHER REQUIREMENTS:

  • Background InvestigationSelected candidate must pass federal security background investigation. The process includes a National Agency Check and Inquiry (NACI) and fingerprinting. New employees must complete and sign the Office of Personnel Management (OPM) Form SF85. Completed forms are submitted to the OPM for the background investigations.
  • Eligibility to Work in the U.S. The Immigration Reform and Control Act of 1986 requires all new employees to present proof of eligibility to work in the United States within three (3) days of being hired. The Texas Military Department participates in E-Verify and will provide the Social Security Administration (SSA) and, if necessary, the Department of Homeland Security (DHS), with information from each new employee's Form I-9 to confirm work authorization. All offers of employment are contingent upon the candidate having and maintaining legal authorization to work in the United States. Failure to present such authorization within the time specified by the U.S. Department of Labor will result in the offer being rescinded.
  • Sponsorship Candidates must be eligible to work in the United States without requiring sponsorship.

PHYSICAL/WORKING CONDITIONS

Work involves standing, walking, occasional stooping and/or kneeling. Occasionally lifts, carries, moves, and sets up equipment and materials that weigh up to 25 pounds. May require approximately 10% local travel.
