BRIEF POSITION SUMMARY

Performs complex (journey-level) administrative and supervisory program work for the Texas ChalleNGe Academy (TCA). Work involves assisting in establishing the program goals and objectives of a voluntary, residential, quasi-military academy; developing program guidelines, procedures, and policies; developing schedules, priorities, and standards for achieving program goals; and evaluating program activities. Assigns and supervises the work of others. Reports directly to the Deputy Director and works under general supervision with moderate latitude for the use of initiative and independent judgment.

Work Hours: 40 hours/week, some holidays/weeks

ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES

  • Directs, oversees, trains, and prioritizes the work of Information Technology Services personnel supporting enterprise infrastructure, cybersecurity, network operations, cloud services, telecommunications, SharePoint, web operations, and enterprise applications.
  • Oversees the training, supervising, and coordination of daily activities of (4) Cadre Supervisors, (23) Team Leaders, and one Administrative Assistant.
  • Ensures all cadre members complete the cadre certification procedures upon onboarding.
  • Provides counseling on escalated matters to individual Cadets to determine underlying causes for difficulties and proper referral to reduce friction, maintain standards, and improve morale, discipline, consistency, and continuity.
  • Prepares, distributes, and ensures compliance with acclimation and residential training schedules for Cadets.
  • Facilitates weekly Cadre meetings and synchronizes Cadre work schedules.
  • Oversees inspections of billets, common areas, buildings, and grounds to ensure they are maintained in accordance with established Cadet inspection standards and schedules.
  • Oversees the movement of cadets between academic areas, work sites, the dining facility, medical treatment, and other locations as required.
  • Monitors the selection, training, and supervision of cadets in leadership positions.
  • Ensures that record keeping required by NGB and TCA Standard Operating Procedures is accomplished in a timely manner.
  • Analyzes and evaluates the progress and development of assigned cadets.
  • Monitors cadet performance and conducts weekly cross-functional meetings to coordinate departmental activities and evaluate cadet performance.
  • Coordinates the cadet's graduation ceremonies.
  • Advises the Deputy Director on matters related to cadet disciplinary system, morale, safety, and military training.
  • Administers the cadet disciplinary system as the senior member of the disciplinary board, makes recommendations regarding cadet retention or dismissal.
  • Assists the TCA leadership with the selection of 200 Candidates per cycle and ensures the completion and graduation of no fewer than 100 Cadets per cycle.
  • Ensures 100 percent passing rate of all NGB-level inspections.
  • Attends relevant training to maintain the essential functions of the position.
  • May be required to perform duty in support of national emergencies, disasters, and other missions, to include holidays and weekends.
  • Performs related work as assigned.
  • Attends work regularly and observes approved work hours in accordance with the agency's state employee policies and procedures handbook.

Qualifications

MINIMUM QUALIFICATIONS

EDUCATION:

  • Graduation from an accredited four-year college or university is required. (Substitution Allowed)

PREFERRED EDUCATION:

EXPERIENCE:

  • Four (4) years of experience working with youth who are emotionally/behaviorally at-risk and in enforcing disciplinary, safety, and security measures is required (see substitution below).
  • Four (4) years of supervisory experience.
  • Experience with Microsoft Office, including Word, Outlook, and Excel, is required.

PREFERRED EXPERIENCE:

  • Experience working with community outreach, youth development, or alternative educational programs is preferred.
  • Experience working with a residential youth program is preferred.

SUBSITUTION:

  • At least four (4) years of experience working in a residential care environment may be substituted for the required experience.
  • Additional years of experience working with youth who are emotionally/behaviorally at-risk and in enforcing disciplinary, safety, and security measures may be substituted for required education on a year-by-year by up to four (4) years.
  • Four (4) years of honorable military service that shows progression in duty performance and level of responsibility may substitute for the four years of required experience working with youth who are emotionally/behaviorally at-risk and/or in a residential care environment.

REGISTRATION, CERTIFICATION OR LICENSURE:

  • Valid driver’s license is required. *The ability to obtain a Texas Driver’s License will be required within first 30 days of employment.A satisfactory driving record is required for driving state or federal vehicles to conduct agency business.
  • First Aid and CPR certification is required, or the ability to obtain such certification, and must be maintained throughout employment.

OTHER REQUIREMENTS:

  • This position is security sensitive, and employment is contingent upon favorable results of a criminal record check with the Texas Department of Public Safety.
  • Background Investigation. Selected candidate must pass federal security background investigation. The process includes a National Agency Check and Inquiry (NACI) and fingerprinting. New employees must complete and sign the Office of Personnel Management (OPM) Form SF85. Completed forms are submitted to the OPM for the background investigations.
  • Eligibility to Work in the U.S. The Immigration Reform and Control Act of 1986 requires all new employees to present proof of eligibility to work in the United States within three (3) days of being hired. The Texas Military Department participates in E-Verify and will provide the Social Security Administration (SSA) and, if necessary, the Department of Homeland Security (DHS), with information from each new employee's Form I-9 to confirm work authorization. All offers of employment are contingent upon the candidate having and maintaining legal authorization to work in the United States. Failure to present such authorization within the time specified by the U.S. Department of Labor will result in the offer being rescinded.
  • Sponsorship. Candidates must be eligible to work in the United States without requiring sponsorship.

  • work in a military environment.

PHYSICAL/WORKING CONDITIONS

Work involves standing, walking, stooping, kneeling, climbing, crawling, and running. Frequently lifts, carries, moves, and sets up equipment and materials that weigh up to 50 pounds. May require approximately 10% travel.

NOTE: Texas ChalleNGe Academy is a smoke-free environment. Smoking and/or the use of tobacco is prohibited within the facility.
