BRIEF POSITION SUMMARY

Performs moderately complex (journey-level) accounting work. Work involves preparing financial statements, records, documents, and reports.Specializes in federal funds accounting. Assists and processes state reimbursements and ensures funding availability for CFMO Appendix 1 program. Monitors the program utility requirements to include budgeting, invoicing, payments, and reimbursements. Provides reports and funds transfer requests to other federal agencies, TXARNG offices, and state agencies.Assist with monitoring budget and program performance through detailed analysis, reconciliation, and reporting.May train others.Reports directly to the Deputy Branch Chief and Federal Resource Manager and works under general supervision with limited latitude for the use of initiative and independent judgement.

WORK HOURS: Monday – Friday, 8 hours a day, 40 hours a week

ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES

  • Prepares financial statements, reports, schedules, and exhibits; prepares and/or processes invoices for utility and municipal services payments across Texas Military Department (TMD) facilities.
  • Prepares periodic analyses of fund balances and expenditures; and prepares technical reports on utilities and municipal services, estimates, cost data, and budget items.
  • Audits accounting and financial documents for accuracy and compliance with departmental policies and procedures and state and federal statutes.
  • Classifies, codes, posts, and balances financial and accounting documents and records.
  • Maintains systems and controls necessary to provide accurate accounts of expenditures and budget balances for agency programs.
  • Researches and reconciles discrepancies in accounts, bank statements, or appropriation balances; and reports findings.
  • Assists in making recommendations for improvements, adaptations, or revisions to the accounting system and accompanying procedures.
  • Reconcile accounts and appropriation balances.
  • Assist Budget Analyst with budgetary second level review and funding authority in CAPPS.
  • May train others in accounting practices; payments, outstanding list reports, and reconciliation.
  • Performs related work as assigned.
  • Attends work regularly and observes approved work hours in accordance with agency state employee policies and procedures handbook.
  • May be required to perform duty in support of national emergencies, disasters and other missions, to include holidays and weekends.

Qualifications

MINIMUM QUALIFICATIONS

EDUCATION

  • Graduation from an accredited four-year college or university is preferred (substitution allowed).

PREFERRED EDUCATION:

  • Graduation from an accredited four-year college or university with major course work in accounting, finance, business or public administration or a related field is preferred.

SUBSTITUTION:

  • Additional full-time work experience in accounting, auditing, budget preparation and analysis and/or performance measurement report work may substitute for required education on a year-per-year basis by up to four years.

EXPERIENCE:

  • Three (3) years of full-time experience in accounting, auditing, budget preparation and analysis and/or performance measurement report work is required.
  • Experience in the management of federal and/or state funds.
  • Experience in using Microsoft applications to include Microsoft Word and Excel is required.

PREFERRED EXPERIENCE:

  • Experience with State and Federal government accounting is preferred.
  • Experience with preparing financial statements and official memorandums is preferred.
  • Experience with Federal Funds Accounting and Fiscal Law is preferred.
  • Experience with GFEBS (General Fund Enterprise Business System) is preferred.
  • Experience with CAPPS (Centralized Accounting and Payroll/Personnel System) is preferred.
  • Experience with Microsoft Access is preferred.

REGISTRATION, CERTIFICATION OR LICENSURE:

  • Valid driver’s license is required.The ability to obtain a Texas Driver’s License will be required within the first 30 days of employment.Satisfactory driving records are required for operating state or personal vehicles to conduct agency business.

OTHER REQUIREMENTS

  • Background InvestigationSelected candidate must pass federal security background investigation. The process includes a National Agency Check and Inquiry (NACI) and fingerprinting. New employees must complete and sign the Office of Personnel Management (OPM) Form SF85. Completed forms are submitted to the OPM for the background investigations.
  • Eligibility to Work in the U.S. The Immigration Reform and Control Act of 1986 requires all new employees to present proof of eligibility to work in the United States within three (3) days of being hired. The Texas Military Department participates in E-Verify and will provide the Social Security Administration (SSA) and, if necessary, the Department of Homeland Security (DHS), with information from each new employee's Form I-9 to confirm work authorization. All offers of employment are contingent upon the candidate having and maintaining legal authorization to work in the United States. Failure to present such authorization within the time specified by the U.S. Department of Labor will result in the offer being rescinded.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of:

  • accounting, budgetary and management principles, practices and procedures;

PHYSICAL/WORKING CONDITIONS

Work is typically performed in a sedentary office setting involving sitting, standing, and walking to perform job duties.Work requires extensive use of a personal computer and telephone.Position may periodically require the ability to lift, carry, move and/or set up equipment and materials weighing up to 25 pounds.
