AGENCY SUMMARY
The Service Oklahoma (SOK) mission is to ease the stress in navigating government services by providing a best-in-class customer experience. We are Oklahomans helping Oklahomans by providing driver license and motor vehicle services on behalf of the state.
This position has an annual rate of $43,680.00.
The Service Oklahoma offers a generous benefits package, including a benefits allowance to off-set the costs of medical, dental, vision, life and disability insurance plans. The Service Oklahoma will match up to 7% towards an employee’s Defined Contribution retirement plan. Our employees receive 11 paid holidays, 15 days of paid annual leave, which increases with every 5 years of service, and 15 days of paid sick leave. Additionally, employees will receive longevity payments based on their years of service with the State of Oklahoma.
The MV Title Poss Lien Specialist (Title 42) is assigned duties and responsibilities involving receiving, documenting, and sending documentation related to Title 42 transactions. This may include receiving and tracking documents, performing document imaging and indexing, and providing assistance to internal and external stakeholders in regard to Title 42.
POSITION RESPONSIBILITIES
This job description describes the general nature and level of work performed by the employee assigned to this position. It should not be construed as an exhaustive list of all required duties, responsibilities and skills.
- Processes all incoming mail related to Title 42 transactions. This includes, but is not limited to, sorting incoming mail, creating organized document packets, and batching into submission categories.
- Utilizes document imaging and management software program to create digital records of document packets.
- Ensures documentation for approved or denied documentation is provided to the correct team to continue processing.
- Encodes document packets into online system for tracking purposes
- Processes daily outgoing mail packets for completed submissions
- Creates weekly reports to provide updates on completed and pending tasks
- Reviews and processes state possessory lien (Title 42) applications
- Responds to questions and inquiries via telephone, mail or in-person from customers and/or Licensed Operators (LO’s)
- Provides routine interpretation of state and federal tax laws or refers more complex questions to the appropriate division personnel
- Assists taxpayers and tag agents in complying with the law
- Assists in system testing
- Assigns Oklahoma Assigned Numbers (OAN) to vehicles
- Reviews daily reports to ensure vehicles with applications submitted have not been reported stolen
- Assists in projects as assigned
- Lead – Trains and provides leadership to new and current employees
- Lead – Manages work flow by assigning jobs out to team-members
- Lead – Ensures assigned work is completed in a timely manner
- Lead – Tests new processes for Online resources
- Lead – Oversees and provides quality control checks to the work of lower-level staff
- Other duties as assigned.

LEVEL DESCRIPTORS (not used for one level)
Specialist
- The Specialist is an advanced level position where employees are responsible for performing various routine duties related to MV functions.
Lead
- The Lead Specialist is a professional-level position where employees are assigned responsibilities as a lead worker or team leader. Duties include planning and coordinating work activities, training staff, and managing and creating scheduled reports.
EDUCATION & EXPERIENCE
The preferred minimum qualifications for this position are:
Specialist
- An Associate’s Degree in any field, plus one (1) year of experience in a related field
- OR three (3) years of experience in a closely related field,
- OR equivalent combination of education and experience
Lead
- An Associate’s Degree in any field, plus two (2) years of experience in a related field
- OR four (4) years of experience in a closely related field
- OR equivalent combination of education and experience
SPECIAL REQUIREMENTS
- The schedule for this position may vary and require flexibility, including some early or late shifts, weekends, and occasional overtime, based on the needs of the agency.
- This position may require occasional travel The employee must be willing and able to perform all job-related travel. State vehicles may be available, but reliable transportation may be required for local travel.
- This position works in a comfortable office setting with a computer for a large percentage of the workday.
