The COMET contract provides overall management and implementation of ground systems capabilities, flight hardware processing, and launch operations at NASA's Kennedy Space Center (KSC) in Florida. These tasks will support the International Space Station, Ground Systems Development and Operations, and the Space Launch System, Orion Multi-Purpose Crew Vehicle, and Launch Services programs.

Formulate and apply mathematical modeling and other optimizing methods to develop and interpret information that assists management with decision-making, policy formulation, or other managerial functions. May collect and analyze data and develop decision support software, services, or products. May develop and supply optimal time, cost, or logistics networks for program evaluation, review, or implementation. Analyses relate to a wide variety of factors such as readiness rates, reliability, maintenance, supportability, costs, and economic replacement policy. Work performed involves the use of methods and techniques of various professional and scientific disciplines, e.g., mathematics, statistics, industrial and other types of engineering, econometrics, etc. Perform advanced planning on a project basis, conducting comprehensive studies to determine and recommend the best alternative solution to the problems assigned. Prepares reports, exhibits and technical analyses with recommendations which form the basis for a plan of action. Duties may include, design overall cost estimate plans, and construct mathematical models required to calculate and evaluate variables and relationships affecting the total life cycle cost for investment and operation phase. Refine and adjust models in response to changes in requirements, design alternatives, engineering, and operational trade-off proposals. Cost estimates and cost effectiveness, cost performance report analyses, risk, and trade-off analyses and other such studies. Establishes novel and-unique approaches for solving problems through application of analytical techniques in area where policy, doctrine, methods, or procedures do not exist, and basic assumptions must be formulated. May lead or direct the efforts of others.
