JOB OBJECTIVE:Under the direction of the Chief Operating Officer, the Budget Special Advisor performs highly advanced (senior-level) budget preparation and analysis work. Responsibilities include overseeing the planning, organizing, coordinating, and evaluating of budgetary activities and performance measures for the Commission. The role requires extensive contact with high-level executives and government officials. The position may supervise the work of others and works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.
·Assist with all budgetary activities, ensuring effective fiscal management and compliance with Commission goals and objectives.
·Coordinate the development, implementation, and evaluation of performance measures to assess program effectiveness and support informed decision-making.
·Lead the preparation, review, and presentation of comprehensive financial and management reports, including income, expenditures, and forecasts.
·Analyze expenditure patterns and recommend actions to optimize resource allocation and support Commission priorities.
·Coordinate the annual budget preparation process, ensuring alignment with agency objectives and compliance with relevant regulations.
·Ensure the timely and accurate submission of strategic plans, legislative appropriations requests, and other required financial documents.
·Manage and coordinate budgeting procedures to guarantee consistent application of policies and adherence to state and federal guidelines.
·Establish and maintain work methods, schedules, and priorities for budget evaluations to support efficient operations and continuous improvement.
·Train staff as requested on agency budget strategies, methodology, and approaches.
·Assist in legislative analysis and the preparation of Fiscal Notes.
·Adhere to an established work schedule with regular attendance.
·Follow all THC safety guidelines/procedures and ethics requirements.
NON-ESSENTIAL DUTIES:
·Perform other duties as assigned.
QUALIFICATIONS/REQUIREMENTS (The application must specifically state how each of the following qualifications are met):
·Bachelor’s degree in finance, Accounting, Business Management, or a related field;
·Minimum five years of work experience in fiscal management practices and procedures in budget and accounting operations;
·Two years’ of experience working for a State of Texas agency;
·Two years of experience in managing budgets with multiple methods of finance, including local funds at the department or agency level;
·Two years’ of demonstrated experience in the preparation and review of financial reports, such as Annual Financial Report, Legislative Appropriations Request, and Operating Budgets.
·Two years’ experience with the Uniform Statewide Accounting System (USAS) and/or CAPPS Financials.
·The ability to maintain the security or integrity of the critical infrastructure;
·Valid driver’s license, acceptable driving record, and ability to drive a state vehicle; and
·Required to travel up to 10% of the work period.
·Knowledge of finance administration, budget, accounting, and state and federal laws pertaining to public funds and governmental finance;
·Knowledge of Texas State government and the legislative process;
·Knowledge of the municipal bond market and the issuance of bonds;
·Knowledge of and experience with financial systems, word processing, and spreadsheet software;
·Effective verbal and written communication, human relations, and organizational skills;
·Skill in establishing plans and setting objectives and goals;
·Skill in identifying and analyzing resources needed and actions to be taken to ensure division needs are met;
·Skill in prioritizing, identifying, and communicating project resources and updates needed to complete multiple projects concurrently within scheduled deadlines;
·Skill in providing customer service excellence to both internal and external customers;
·Skill in operating a personal computer with word processing, database, and spreadsheet software;
·Ability to work in a setting requiring self-motivation/cooperative decision-making and to work effectively with diverse groups of people;
·Ability to condense and present complex accounting and financial information to lay personnel in meaningful reports and presentations;
·Ability to work effectively under pressure and meet strict deadlines while maintaining extreme attention to detail;
·Ability to multi-task in a fast-paced environment;
·Ability to adapt successfully and quickly to change and deliver quality results in a timely manner;
·Ability to plan, organize, and work independently, as well as within a team environment;
·Ability to anticipate needs and risks;
·Ability to exercise sound judgment and discretion; and
·Ability to maintain the highest level of confidentiality.
REGISTRATION, CERTIFICATION, OR LICENSURE:
Must have or obtain a valid Driver’s License and Defensive Driving Course to be able to operate state vehicles.
ENVIRONMENT/PHYSICAL CONDITIONS:Must be able to work extended periods at a computer and may require working extended hours and some evenings, weekends, and overnight, as needed.Normal office work environment and may have exposure to dust and environmental allergens consistent with normal business activities and human contact. Mostly sedentary in nature but may involve walking, standing, pulling and pushing, kneeling, stooping, and bending, performing tasks requiring fine motor skills and coordination, and safely lifting and carrying items weighing up to 30 pounds. Involves safely operating a state vehicle and driving for long distances, and traveling by airplane.
