JOB OBJECTIVE:Perform highly complex (senior-level) accounting, technical support, and budgeting work in support of the Texas Historical Commission (THC) within the Finance and Accounting Division. Work involves monitoring, maintaining, and overseeing accounting systems, procedures, and controls and preparing and overseeing the preparation of financial analyses and reports. Assist the Lead Budget Analyst in preparing and monitoring agency budgets and performance measures reported to the LBB. This position will support the THC Centralized Accounting and Payroll/Personnel System (CAPPS) and provide ongoing internal agency user support. Work under minimal supervision, with considerable latitude for the use of initiative and independent judgment.

ESSENTIAL DUTIES:

BUDGET DUTIES

1.Coordinate various budget and accounting functions, delivering accurate and timely reporting processing.

2.Manage the Uniform Statewide Accounting System (USAS)/Automated Budget Evaluation System (ABEST) quarterly Reconciliation reporting.

3.Perform the analysis and interpretation of expenditure patterns, budget projections, and the agency's financial position.

4.Perform monthly projections, expenditure, and appropriation analysis.

5.Prepare budget entries and reports using USAS and Centralized Accounting Payroll/ Personnel System (CAPPS) Financials.

6.Research errors, solve issues, and budget check requisitions in the CAPPS Financial module.

7.Prepare various budget and accounting reports for management.

8.Prepare and perform monthly reconciliations between various CAPPS modules such as Accounts Payable, Journal Ledger, Budget Ledger, and Asset Management.

9.Prepare fiscal notes and analyses of legislation.

10.Assist with the development and maintenance of assigned internal operating budgets.

11.Assist with Legislative Appropriations Requests, Operating Budget preparation, AND Performance Measures.

12.Assist in the collection, organization, analysis, and/or preparation of materials in response to program information and reports.

13.May assist with preparing Annual Financial Report (AFR) schedules, exhibits, and notes.

14.May assist with reporting requirements to other agencies.

CAPPS DUTIES

15.Review, prepare, and analyze monthly reconciliations between CAPPS and USAS, including the HX and IN CAPPS reconciliations, to ensure appropriate liquidation entries are created after data from the HX file and IN records are matched.

16.Serve as the level one support for troubleshooting and coordinating issues between CPA and THC technology staff. Escalate level 2 CAPPS issues to the CPA support desk.

17.Attend and participate in CAPPS training, user group, and governance meetings and report updates and changes to staff.

OTHER

18.Adhere to an established work schedule with regular attendance.

19.Follow all THC safety guidelines/procedures and ethics requirements.

Qualifications

QUALIFICATIONS/REQUIREMENTS (The application must specifically state how each of the following qualifications are met):

·Graduation from an accredited four-year college or university (one year of relevant work experience related to the essential duties may substitute for one year of college);

·Minimum three years’ work experience in state government financial, budget, and/or accounting services;

·Experience providing support for the CAPPS Financial module;

·Advanced Microsoft Excel skills, including use of formulas and pivot tables;

·Experience working with Texas state government processes, policies, and procedures;

·Ability to maintain the security or integrity of the critical infrastructure;

·Valid driver’s license, acceptable driving record, and ability to drive a state vehicle; and

·Required to travel up to 10% of the work period.

PREFER:

·Master’s degree in accounting, Business, Public Administration, Computer Science, Computer Information Systems, Management Information Systems, or a closely related field;

·Experience working with the State of Texas Uniform Statewide Accounting System (USAS);

·Experience with PeopleSoft security setup;

·Familiarity with Tableau and Power BI; and/or

·Experience with query design and analysis.

·Knowledge of Accounting, Budgeting, and Procurement processes and procedures;

·Skill in identifying and analyzing resources needed and actions to be taken to ensure division needs are met;

·Skill in operating a personal computer with word processing, database, and spreadsheet software;

·Ability to accurately and efficiently work with large data sets;

·Ability to identify and implement process improvement and automation opportunities;

·Ability to work in a setting requiring self-motivation/cooperative decision-making and to work effectively with diverse groups of people;

·Ability to work effectively under pressure and meet strict deadlines while maintaining extreme attention to detail;

·Ability to multi-task in a fast-paced environment;

·Ability to plan, organize, and work independently, as well as within a team environment;

·Ability to anticipate needs and risks;

·Ability to maintain the highest level of confidentiality.

REGISTRATION, CERTIFICATION, OR LICENSURE:
Must have or obtain a valid Driver’s License and Defensive Driving Course to be able to operate state vehicles.

ENVIRONMENT/PHYSICAL CONDITIONS:Normal office work environment and may have exposure to dust and environmental allergens consistent with normal business activities and human contact. Mostly sedentary in nature but may involve walking, standing, pulling and pushing, kneeling, stooping, and bending, performing tasks requiring fine motor skills and coordination, and safely lifting and carrying items weighing up to 30 pounds. Must be able to work extended periods at a computer and may require working extended hours and some evenings and weekends, as needed.
