The top half of the posted salary range is generally reserved for candidates who exceed the requirements and qualifications for the role. The maximum salary range is reserved for candidates that far exceed the required and preferred qualifications for the role.

The Texas PK-16 Public Education Information Resource (TPEIR) Programmer III reports to the TPEIR Team Director in the Research & Analysis Division. This position performs highly complex computer programming, systems analysis, and data analysis work for the TPEIR data warehouse. Specific job responsibilities include performing requirements analysis; developing report requirement specifications and prototypes; and designing and developing reports in an iterative development environment. This plays a critical role in supporting the TEA mission and goals by being responsible for data warehousing tasks, detailed data analysis, creation of source to target mapping, writing complex computer programs for loading and manipulating data, creating data extracts, and quality assurance (QA) of data loads. Additionally, this role creates and publishes website content for reporting purposes and develops report documentation such as report explanations, data definitions, and user help documents. This position works under limited supervision with considerable latitude for the use of initiative and independent judgment.

Essential Functions
Job duties are not limited to the essential functions mentioned below. You may perform other functions as assigned.

1. Source to Target Mapping Tasks: Completion of STM tasks including technical documentation.
2. TPEIR Data Warehouse Tasks: Completion of TPEIR Data Warehouse data loads, analysis, and quality assurance tasks.
3. TPEIR Web Reports Create and Maintain: Creation, maintenance, updating and testing TPEIR education web reports
4. Technical Documentation: Technical documentation of data, STMs, business rules, requirements and processes.
5. Data Requests and Special Projects: Completion of data requests and special projects including those requested by agency management or in collaboration with other agency divisions.

Qualifications

Minimum Qualifications
• Education: Graduation from an accredited four-year college or university
• Experience: At least three (3) years of experience in computer programming, data warehousing, testing and QA, creating requirements specifications, report creation, performing systems or data analysis work, experience using SQL and Excel are required
• Substitutions: Each additional year of related experience above the required minimum may substitute for education on a year-for-year basis

Other Qualifications
• Share the belief that all Texas students can achieve at high levels and are able to succeed in college, career, or the military
• Experience using SAS for data analysis and reporting
• Strong background in documenting requirements, business rules, and user help information
• Proficiency with Microsoft Power BI and Microsoft Office products
• Familiarity with state educational data sources, including PEIMS, Texas higher education data, and STAAR
• Meticulous attention to detail with an ability to produce high-quality work in a dynamic environment
• Ability to systematically analyze programs and data systems in-depth and propose/implement appropriate solutions
• Ability to develop expertise in the state’s educational data systems, including PEIMS and STAAR
• Ability to engage in a collaborative, results-oriented team environment
• Strong project management skills
• Highly organized; ability to prioritize and manage multiple projects at once and meet deadlines
• A desire to self-reflect, give/receive feedback and continuously improve
• Ability to break down complex information into comprehensive parts, ask questions, synthesize and analyze
