UGL is seeking an experienced and driven Testing & Commissioning Superintendent to lead the delivery of testing and commissioning activities on a major rail tunnel project. This is a key leadership role responsible for the overall planning, coordination, execution, and safe delivery of testing and commissioning works across multiple disciplines and project interfaces.

Reporting to the Project Testing & Commissioning Manager, you will provide strategic and operational leadership to site-based commissioning teams, ensuring all activities are delivered safely, efficiently, and in accordance with project requirements, client expectations, and project milestones.

Key Responsibilities

  • Lead the planning, coordination, and execution of all testing and commissioning activities across the project.

  • Manage and supervise Testing & Commissioning Supervisors, engineers, subcontractors, and specialist commissioning teams.

  • Develop and implement testing and commissioning strategies, methodologies, schedules, and resource plans to support project delivery objectives.

  • Ensure all commissioning activities are undertaken in accordance with project specifications, procedures, standards, and regulatory requirements.

  • Oversee the preparation, review, and approval of commissioning documentation, including commissioning plans, test procedures, work method statements, SWMS, risk assessments, permits, and handover documentation.

  • Drive a proactive safety culture by leading pre-starts, safety leadership activities, risk reviews, and compliance initiatives across all commissioning work fronts.

  • Manage interfaces between testing and commissioning, construction, systems integration, operations, subcontractors, and client stakeholders.

  • Coordinate multidisciplinary testing activities across rail systems, electrical, communications, signalling, mechanical, and tunnel infrastructure packages.

  • Monitor commissioning progress against project schedules and proactively manage risks, constraints, and critical path activities.

  • Lead defect management, issue resolution, and close-out processes to support successful system integration and project handover.

  • Ensure accurate completion of test records, commissioning dossiers, verification documentation, and final handover packages.

  • Provide regular reporting on commissioning progress, safety performance, risks, resource requirements, and project readiness.

  • Support client engagement, audits, inspections, witness testing, and acceptance activities throughout the testing and commissioning lifecycle.

  • Contribute to project planning and delivery strategies to achieve key commercial, operational, and project performance objectives.

About You

  • Demonstrated experience in a Testing & Commissioning Superintendent, Manager, Senior Supervisor, or similar leadership role on major infrastructure, rail, transport, tunnelling, or complex construction projects.

  • Proven capability leading large multidisciplinary testing and commissioning teams in complex, high-risk project environments.

  • Strong understanding of testing and commissioning methodologies, systems integration, verification and validation processes, and project handover requirements.

  • Extensive knowledge of safety management systems, permit-to-work processes, risk management, and safe systems of work.

  • Ability to manage complex stakeholder interfaces across construction, engineering, operations, subcontractors, regulators, and client teams.

  • Strong leadership, communication, and organisational skills with the ability to drive performance and accountability across multiple work fronts.

  • Experience managing commissioning schedules, resource planning, and critical project milestones.

  • Rail, tunnel, electrical, signalling, communications, mechanical systems, or integrated transport infrastructure experience will be highly regarded.

  • Relevant trade qualification, engineering degree, or diploma in a related discipline.

  • Previous experience delivering testing and commissioning activities within major rail or transport infrastructure projects is highly desirable.
