Testing & Commissioning Engineer – Substation Automation Systems (SAS)

We are seeking a skilled and motivated Testing & Commissioning Engineer - Substation Automation Systems (SAS) to support project execution and customer service activities across Qatar. The successful candidate will be responsible for the engineering, configuration, testing, commissioning, troubleshooting, and maintenance of substation control, automation, and monitoring systems, ensuring reliable and efficient operation in accordance with project and customer requirements.

Key Responsibilities

  • Configure, test, and commission Siemens SICAM PAS and SICAM A8000 automation platforms.
  • Perform HMI and SCADA engineering, parameterization, configuration, and WinCC scripting activities.
  • Integrate and commission Bay Control Units (BCUs), protection relays, Remote Terminal Units (RTUs), energy meters, and multi-vendor Intelligent Electronic Devices (IEDs).
  • Engineer, configure, and troubleshoot communication protocols including IEC 61850, Modbus, and IEC 60870-5-104.
  • Execute Factory Acceptance Tests (FAT), Site Acceptance Tests (SAT), point-to-point verification, functional testing, interlocking checks, redundancy validation, and end-to-end system testing.
  • Configure and troubleshoot industrial communication networks, including managed switches, firewalls, VLANs, routing, and secure remote access solutions.
  • Implement and verify industrial cybersecurity measures and system hardening requirements in compliance with project specifications and industry standards.
  • Prepare engineering documentation, including point lists, test procedures, commissioning reports, network diagrams, and as-built documents.
  • Ensure compliance with Siemens Environmental, Health & Safety (EHS) guidelines and customer-specific technical requirements.
  • Support planned shutdowns, energization activities, emergency service interventions, and commissioning works across customer sites throughout Qatar.
  • Collaborate effectively with project teams, customers, and stakeholders while contributing to technical knowledge sharing and continuous improvement initiatives.

Qualifications & Experience

  • Bachelor's Degree in Electrical Engineering, Electronics Engineering, Communication Engineering, Control Systems Engineering, or a related discipline.
  • Minimum of 4 years of hands-on experience in Substation Automation Systems (SAS), SCADA, or protection and control system commissioning.
  • Proven experience with Siemens SICAM PAS, SICAM A8000, and WinCC platforms.
  • Strong technical knowledge of IEC 61850, Modbus, and IEC 60870-5-104 communication protocols.
  • Experience in the integration and commissioning of protection relays, IEDs, RTUs, and automation equipment from multiple vendors.
  • Sound understanding of industrial networks, OT infrastructure, and cybersecurity concepts.
  • Knowledge of SIMARIS Control will be considered an advantage.
  • Strong analytical, troubleshooting, technical reporting, and customer communication skills.
  • Excellent command of written and spoken English.
  • Previous GCC experience is preferred.
  • Relevant certifications in SAS, SCADA, networking, or cybersecurity are considered advantageous.
  • Valid Qatar driving license, or eligibility to obtain one, is preferred.

  • Willingness to travel and work at substations, control centers, industrial facilities, and customer sites across Qatar.
  • Ability to work during planned shutdowns, extended commissioning activities, and emergency support situations when required.
