Position Title Terminal Manager JIMCO

Purpose:

• Lead and manage JV terminal operation, ensuring compliance to all internal and external standards and applicable legal requirements.
• Strategize way forward for driving operational excellence and value extraction

Responsible for ensuring following at locations:

• Manage accurate documentation and records, handle customs/excise documentation and manage interface with JV partners (PSO, TPML), PARCO/PAPCO officials, Govt. functionaries and internal stakeholders for smooth operation.
• Ensure all activities are in line with company's code of conduct, core values and guidelines.
• Work towards optimizing supplies ex-JIMCO (JV) and increasing coverage of supply envelopes to WEPL network ex-JIMCO in coordination with transport and retail.
• Ensure that all operations are carried out efficiently by creating and maintaining a working environment conducive to fostering a desire for improvement and professionalism, and to demonstrate this by the right balance between customer focus, cost effectiveness and HSSE & Social Performance.
• Liaise with JIMCO/PAPCO and PARCO to ensure product availability as per requirements.

Accountabilities:

Responsible for ensuring following at locations:

• Manage accurate loading and dispatch of products through tank lorries for retail, Business to Business, Business to Consumers and other depots/Installations ex JIMCO (Joint Installation of Oil Marketing Companies) (JV) and ex-PARCO gantry.
• Ensure correct data upload in Omega and GSAP of daily transactions at JIMCO and PARCO.
• Liaison with regional stocks and finance teams to ensure smooth monthly closing.
• Ensure daily quota offered at PARCO is completely loaded and dispatched safely as per plan provided by Supply
• Ensure daily loading and unloading operations at JV in a smooth and efficient manner.
• Liaise with JIMCO/PAPCO and PARCO to ensure product availability as per requirement.
• Collaborate with company and contractor staff, to maximize productivity, morale and team spirit.
• Ensure HSSE standards and develop awareness of these standards in both company and contractor staff
• Provide all necessary guidance to staff and support to resolve GSAP issues
• Work to reduce Gate to Gate timings at locations especially at JIMCO & PARCO refinery in co-ordination with JIMCO and PARCO officials
• Work with JV partners to improve safety compliance culture at JIMCO.
• Coordinate with transport and scheduling staff for uninterrupted reporting of TLs at loading gantries, to ensure product upliftment as per plan.
• Ensure that inventory of critical stock items is maintained in accordance with stock levels, as defined in the Terminal Operating Manual.
• Ensure OGRA regulations are adhered for IFEM claiming product movements involving all locations (Vehari, Bhakkar, Mehmoodkot).
• Maintain cordial industrial relations with JV and 3rd party refinery officials to ensure smooth business
• Arrange funds for duty payments and maintain balance as per Government procedures.
• Ensure tracking product status at White Oil Pipeline, White Oil Terminal Station-3 and transfers to Machike (MCH)/ GATTI and JIMCO.
• Ensure timely and correct payment of duties /levies, through BOE (Bill of entries), to custom authorities, to avoid any contravention case against Wafi Energy.
• Ensure proofs of deliveries (PODs) are returned as per time line and deliveries are confirmed in system to book the sale.
• Provide prompt feedback to marketing with regards to non-compliance with laid down procedures by customers e.g. operational breakdowns, HSSE non-compliance etc.
• Redress problems faced by dealers/customers regarding execution of supplies ex JIMCO and PARCO and other complaints.
• Verify the accuracy of documentation and deliveries by reconciling the day's dispatches.
• Guide, train and develop staff in the acquisition of skills to enhance their competence levels.
• Liaise with Engineering team for capex projects at JIMCO
• Deal JV matters/ issues and refinery officials for day-to-day operations and other tasks.

Education - Engineering (Mechanical/Electrical/Industrial)

Experience - 5 to 10 years

Work schedule - 6 day work week

Special Challenges:

• Work with regulatory bodies to bring locations to compliance.
• Timely and efficiently reconcile stocks with PARCO and JIMCO to provide accurate data for monthly closing to stock team.
• Influence JV operators to manage all HSSE matters in line with policy and guidelines (HSSE-MS) ensuring awareness of and compliance with industry standards.
• Manage JIMCO location & PARCO gantry (1 km apart)
