About the role

Biodiversity Australia is seeking an experienced and commercially focused Tender Manager to lead and transform our national tender and proposal function. Based on the Gold Coast, this is a senior leadership role responsible for driving bid strategy, improving tender conversion rates, elevating submission quality, and securing high-value opportunities that support the organisation's long-term growth objectives.

This is not a traditional tender coordination role. Reporting directly to the Director of Strategy and Leadership, you will operate as a strategic commercial partner to the business, influencing growth across Defence, Aviation, Infrastructure, Resources, Government, Renewables, and Environmental Services sectors.

You will lead the end-to-end bid process for major opportunities, develop and implement tender strategies, improve systems and processes, leverage AI and technology to enhance efficiency, and build a high-performing tender function capable of supporting Biodiversity Australia's ambitious growth plans.

Working closely with Executive Leadership, Business Unit Managers, and technical specialists across the country, you will ensure every submission reflects Biodiversity Australia's position as one of Australia's leading environmental management and consultancy organisations.

Key Responsibilities

  • Lead the national tender and proposal function, managing opportunities from identification through to submission and post-tender review.
  • Develop and execute Biodiversity Australia's Tender and Bidding Strategy aligned to the company's growth objectives.
  • Drive strategic go/no-go decisions to maximise return on investment and focus effort on the highest-value opportunities.
  • Lead major tenders and proposals, particularly high-value and strategically significant contracts.
  • Develop compelling, client-focused submissions that clearly communicate value, capability, innovation, and competitive advantage.
  • Collaborate with Business Unit Managers to identify upcoming opportunities and build a proactive pipeline of work.
  • Monitor tender performance, conversion rates, win/loss trends, and commercial outcomes.
  • Implement AI-driven tools, automation, content libraries, and innovative technologies to improve bid quality and efficiency.
  • Maintain tender portals, supplier registrations, panel arrangements, and compliance documentation.
  • Build, mentor, and develop the Tender Team while increasing tender-writing capability across the broader business.
  • Lead quality assurance processes to ensure submissions are compliant, professional, and aligned with company standards.
  • Provide strategic reporting and insights to Executive Leadership regarding bid performance and growth opportunities.

About You

To be successful in this role, you will bring:

  • Minimum 5-7 years' experience in tender management, bid leadership, proposal management, or a similar strategic commercial role.
  • Demonstrated success securing high-value contracts and improving tender conversion rates.
  • Strong commercial acumen with the ability to connect bid activity directly to business growth and revenue outcomes.
  • Exceptional writing, editing, storytelling, and communication skills.
  • Experience leading complex tenders across government, infrastructure, environmental, Defence, engineering, resources, or related sectors.
  • Proven ability to influence senior stakeholders and coordinate multidisciplinary teams.
  • Experience implementing or utilising AI tools, bid management systems, content automation platforms, or similar technologies.
  • Strong analytical skills with the ability to use data and market intelligence to improve performance.
  • Excellent project management, organisation, and time management skills.
  • Ability to thrive in a fast-paced environment while managing multiple priorities and deadlines.
  • Highly Desirable
  • Experience within Environmental Management, Defence, Aviation, Infrastructure, Resources, or Government sectors.
  • Experience leading and mentoring tender teams.
  • Knowledge of ISO 9001, ISO 14001 and ISO 45001 management systems.
  • Experience using bid management software, CRM platforms, analytics tools, or content automation systems.
  • Qualifications in Business, Communications, Marketing, Journalism, Commerce, or a related discipline.
