Summary

The Orange County Tax Administration Department has an opening for a Temporary Revenue Technician II. The work is primarily responsible for researching delinquent accounts and preparing documentation for the Deputy Collector to pursue collection, issuing permits and business licenses, reconciling fee payments and overseeing the daily functions of the cashiering area while providing excellent customer service. An employee in this class acts as the key staff member for Solid Waste Billing.

Work is performed under the general supervision of the Deputy Collections Manager with some leeway to exercise limited independent judgment within the framework of applicable rules, regulations, policies, and procedures in the performance of duties, both in terms of planning and accomplishing work, and in making decisions regarding needs and requests. Direct supervision is not a responsibility of this class, but employee may act as a lead worker. Does related work as required.

This would be around a six-month term with a tentative start date in October.

Examples of Essential Functions

Oversees the posting of tax and other revenue payments received in the Tax Administration department and the daily functions of the cashiering area.

Balances the cash drawer on a daily basis; researches and reconciles balance discrepancies.

Posts payments received by mail, lockbox, drop box, and using our online payment platform for credit/debit/ach payments. Includes posting legal action payments; enters payments and adjustments in taxpayer files and ensures proper refunds are issued.

Scans documents and uploads appeals to the proper taxpayer accounts.

Processes returned mail and tax bills; researches returned mail for updated address or personal information, and updates files or flags as “undeliverable”.

Works the cashiering counter; accepts payments toward taxes due or in delinquency from the general public and applies to the correct account including any necessary notations; flags delinquent accounts and works with taxpayers to arrange payment plans; includes all necessary information for recording purposes; explains payment policies to taxpayer and all applicable fees; verifies checks are good prior to taking for payment; and provides receipts for payments; notifies the Deputy Tax Collector of all payments toward delinquent accounts; issues any refunds due; provides assistance to the Revenue Technician I’s. Issues Mobile Home Moving Permits.

Answers, assists and forwards incoming calls to the appropriate staff member; performs clerical duties as needed.

Performs research to obtain information on delinquent taxpayers (i.e. all tax bills, current and previous names, payments received, verifies delinquency, status of previous garnishments, changes in ownership, if living or deceased, current wages, payments received via checks for banking information, housing or daycare subsidies and/or escheats).

Prepares files on delinquent accounts for the Deputy Tax Collector to initiate and/or continue garnishments, liens, levies or bankruptcies; information includes, but is not limited to, all personal property listed, all business property listed, and all research completed.

Receives documents from the Deputy Tax Collector after collection action has been taken on delinquent accounts; files the documents and attaches proof of certification and any/all payments that have been received on the account.

Works with the Financial and Administrative Services Department to monitor employee voluntary deductions and wage garnishments.

Provides various forms (i.e. appeals and applications) to residents of Orange County; updates forms as needed and ensures the Tax Administration Website contains links to the up-to-date forms.

Works annually with Solid Waste Staff by evaluating and identifying improved properties on all parcels using IT and GIS, (PINs) and Certificates of Occupancy types; updates solid waste fee values based on research; first point of contact for taxpayers and Tax Office staff, responsible for processing Solid Waste Assistance applications. Adjusts Solid Waste Fee Assistance when necessary. Reviews Tax Administration Website and requests updates. Reviews and updates solid waste assistance forms as needed and ensures the website contains links to the up-to-date forms.

Maintains office supply inventory.

Adheres to the department’s safety rules and regulations.

Uses computer applications or other automated systems such as spreadsheets, word processing, calendar, e-mail and database software in performing work assignments.

Qualifications

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES

Good knowledge of NC taxation laws pertaining to tax collection and beverage licensing, and property tax legal procedures.

Good knowledge of County Ordinances, municipal procedures, HIPPA regulations, and departmental standard operating procedures.

Good knowledge of department fee structures and registered motor vehicle procedures.

Working knowledge of, or the ability to become knowledgeable of Homestead Exemption property tax relief and other programs that may offer assistance to taxpayers in order to prevent foreclosures, familiarity with bankruptcy laws and regulations.

Skill in being customer-focused, adept at problem solving and working collaboratively with others.

Skill in gathering and documenting information.

Skill at prioritizing work activities and multi-tasking while under pressure.

Skill in cashiering, including handling money, processing accounts receivables and balancing a cash drawer with accuracy.

Skill in routine office clerical tasks such as typing, filing, and customer service.

Ability to maintain a high level of confidentiality when working with various records and reports containing personal and financial information.

Ability to communicate effectively both orally and in writing, and deal with culturally diverse populations.

Ability to research, collect and records data, and analyze databases to obtain a variety of personal information.

MINIMUM QUALIFICATIONS

Graduation from High School or General Educational Development (GED) test equivalency AND two (2) year of experience in customer service and cashiering.

SPECIAL REQUIREMENTS

All offers of employment are conditional upon successful clearance of a background check. Employment cannot commence until the employee has been cleared.

Ability to physically perform (with or without reasonable accommodation) basic life operational functions of climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, grasping, feeling, talking, hearing and repetitive motions of the hands/wrists.
