TEMPORARY HEAP Specialist

(Home Energy Assistance Program)

The HEAP Specialist plays a key role in helping Cumberland County residents access essential home heating and energy assistance programs. As a member of The Opportunity Alliance’s Energy Services team, this client-focused position provides direct support to individuals and families seeking assistance with heating costs through the Home Energy Assistance Program (HEAP) and related energy services.

Responsibilities include conducting client intake interviews, determining program eligibility, processing applications, maintaining accurate records, and ensuring compliance with program guidelines. The HEAP Specialist serves as a trusted resource for clients, providing information, guidance, and referrals while delivering compassionate and professional customer service.

This position contributes to The Opportunity Alliance’s mission by ensuring eligible households receive timely access to critical energy assistance services that help keep Maine residents safe, warm, and secure throughout the year. The ideal candidate is detail-oriented, organized, and committed to supporting community members through effective service delivery and positive client engagement.

Schedule Full-time, 40 hour/week, hourly position. M-F, regular business hours.

** This is a temporary position.

Location South Portland, ME. This position will be fully onsite, in person supporting the office flow.

Qualifications

  • High school Diploma or equivalent and/or 5 years demonstrated experience in a clerical or administrative position. Post-secondary education preferred.
  • Similar prior experience preferred
  • Strong oral, written and organizational skills and ability to comprehend and incorporate program manuals, regulations, rules and guidelines.
  • Ability to respond within fast paced environment, and to fulfill multiple and concurrent administrative functions.
  • Ability to deal with confidential matters and maintain confidential files, to interact appropriately and with discretion.
  • Demonstrated proficiency in Microsoft Office, Outlook, Word and Excel. Ability to operate photocopier, facsimile, and multi-line telephone.
  • Contracts that have Rider D: Must be able to successfully pass a criminal background, child protective service check & sex offender check.
  • Must not be on the state or federal suspension and disbarment list.
  • Must be able to exert moderate physical effort with occasional standing, walking, reaching, stooping, bending, kneeling, crouching, typing and, lifting and carrying material weighing up to 25 pounds.
  • Driving may be necessary to attend meetings and trainings and for the occasional need to meet with clients offsite and within the program service area. This may include transportation of clients or driving to agency location to complete work. A good driving record is required
