Job Description

[What the role is]

We are seeking a Technology Specialist to lead and assist in policy and infrastructure projects that will drive the next generation of payments connectivity, anchoring Singapore's position as a global payments hub. This role is critical in reviewing and enhancing technical architecture, assessing, and mitigating technical risks, and working collaboratively with industry partners to strengthen Singapore's long-term competitiveness as a leading digital finance centre. The ideal candidate will combine a strong technical background with excellent problem-solving skills and the ability to communicate effectively with both internal teams and external partners.

[What you will be working on]

Your responsibilities will include the following:

Technical Architecture & Systems Review

  • Analyse and review the technical architecture and design of payment systems, including interlinking models, to ensure scalability, security and performance

  • Recommend improvements and ensure best practices are followed across payment infrastructure

Risk Management & Policy Development

  • Identify potential technical risks and partner with internal policy analysts and industry technical and operations stakeholders

  • Develop industry strategies and build relevant policies and frameworks for better governance and risk management of domestic payment rails and cross-border linkages

Cross-Border Connectivity

  • Collaborate with financial institutions, foreign regulators and international organisations to expand Singapore's cross-border payments connectivity network through bilateral and multilateral infrastructure projects

Innovation & Industry Engagement

  • Stay abreast of emerging technologies and industry trends in the payments sector

  • Propose innovative solutions and work with industry partners to enhance payment connectivity

[What we are looking for]

Education & Experience

  • Bachelor's or Master's degree in Computer Science, Information Technology, or related field

  • Relevant experience in product or infrastructure development in financial services (advantageous)

  • Keen interest in the payments sector

Technical Expertise

  • Comprehensive technical understanding and knowledge of payment technologies, infrastructures and systems

  • Strong grasp of technology trends and developments in payments infrastructure landscape

  • Strong understanding of software architecture, design patterns and best practices

  • Strong programming skills in languages commonly used in financial services (E.g.Java, Python, C#) with development experience in building or maintaining scalable financial systems, APIs, orchestration platforms, or payment processing applications

  • Familiarity with cybersecurity principles and risk management

Skills & Competencies

  • Team player with excellent networking and organisational skills

  • Strong analytical competence with capacity to synthesise value from rapidly changing and diverse sources

  • Excellent written and verbal communication skills

  • Ability to work effectively with both technical and non-technical stakeholders

The successful candidate will be offered a 2-year contract. As part of the shortlisting process for this role, you may be required to complete a medical declaration and/or undergo further assessment.
