Technology Manager

The Technology Manager will serve as the lead of Information Technology for the Department of City Planning. This includes maintaining and managing all hardware, software, and communication (phone, email, website) needs for the department in collaboration with the City Department of ITS; conducting trainings and expanding use of relevant technology tools such as Office365, ArcGIS, and Accela to advance planning practices; providing data analysis and technology-related functions to support departmental initiatives and priorities; and managing staff with related roles.

Examples of duties

Under administrative direction, coordinates and supervises all phases of designated program and project development and administration. Assists with or performs special projects as assigned. Provides training and technical assistance within and outside of the department as directed. Prepares and delivers presentations. Plans, develops, and administers projects and programs within a work unit. Reviews and evaluates program/project impact. Identifies project resources, requirements, methods, impact, and techniques. Prepares funding proposals and government reports. Monitors program contracts for compliance with terms and specifications. Conducts field site visits as necessray. Performs other job-related duties as required.

Qualifications

Bachelor's Degree in Business/Public Administration or related field from an accredited four-year college or university is preferred. Three years of full-time paid progressively responsible management/supervisory experience in program and/or project development required. Should be proficient in computer and software applications (Microsoft Office Suites) and possess excellent communication and interpersonal skills. Valid State of Ohio Driver's License required.

Supplemental information



These duties will primarily align with the following three core areas:

  • Systems & Technology Stewardship: Maintaining and improving the department's core technology, including ArcGIS, data, web tools, permitting systems, digital infrastructure, and associated hardware.
  • Efficiency & Innovation: Identifying opportunities for the department to improve function and efficiency through technology tools and automations, and piloting emerging technologies when relevant, with a specific focus on improving permitting technology, identifying workflow choke points, and building internal tools and dashboards that make the team's work easier.
  • Strategy & Representation: Helping shape the department's technology direction, educating and supporting the team on how to get the most out of available tools, improving how we engage residents through technology, and representing Planning on innovation matters to leadership, the Commission, and the public.
  • Leadership and Management: Serving as the department’s liaison to the Department of ITS and managing staff with IT/process-related roles.
  • This position will report to the Director of City Planning and may include additional duties as assigned.

Adept use of technology tools such as ArcGIS, Adobe Creative Suite, and file sharing platforms

Proven research, writing, oral, and graphic presentation skills

Experience with community engagement and/or community organizing

Ability to build consensus among diverse stakeholders around a clear vision for serving the city and its residents

Effective at building and maintaining interpersonal relationships
