The opportunity
Are you ready to lead cybersecurity at the heart of ING’s technology transformation? As Tech CISO, you will play a pivotal role in enabling secure digital innovation—ensuring that our platforms, engineering practices, and technology strategy are resilient, compliant, and secure by design.

You will act as a trusted advisor to senior technology leadership, balancing risk management with speed and innovation, and embedding security as a core capability across ING’s technology landscape.

The team
You will be part of the Global CISO organization reporting directly to the Global Deputy CISO, acting as the primary cybersecurity partner to the CTO domain. In this role, you translate ING’s global security strategy into actionable outcomes within technology and engineering. Working closely with CIOs, architects, platform teams, and engineering leaders, you will drive secure-by-design principles across ING’s global technology stack—ensuring security is embedded at every stage of design, build, and run. You operate at the intersection of technology, risk, and business—ensuring that cybersecurity enables innovation while safeguarding customer trust.

Roles and responsibilities
As Tech CISO, you lead cybersecurity execution across the CTO domain, with a focus on secure engineering, risk governance, and cultural change:

Strategy & Transformation

  • Partners with the CIOs and their technology teams and business support functions to develop cohesive cybersecurity and IT risk control implementation
  • Ensures security vision and strategy is rolled out consistently across all technology domains
  • Ensures all regulatory commitments are met for Technology domains on time and to budget and operate in line with regulatory frameworks in the domain of cybersecurity and IT risk

Financial

  • Understands cybersecurity costs and resource requirements across technology domains
  • Encourages technology teams to drive efficiency and quality improvements in cybersecurity and IT risk

Knowledge

  • Stays current on developments in cybersecurity, technology risk, and financial services; shares and embeds lessons learned
  • Proactively engages with the broader CISO and technology security community

Risk, Governance & Compliance

  • Collaborates with compliance, risk and IT to ensure required monitoring is in place and to provide enhanced monitoring and insight on security performance & metrics across technology domains
  • Coordinates roll-out and monitors adherence to cybersecurity and IT Risk standards and anti-fraud standards
  • Collaborates with Data Protection Officer to protect data subject to privacy regulations and supports management of data breach security incidents
  • Supports cybersecurity and IT risk related audits across technology domains
  • Monitors correct governance of risk acceptances/waivers from security perspective

Leadership & Influence

  • Provides cybersecurity and IT risk directions for technology projects, solutions, services, platform, and infrastructure being designed, built, and operated within the CTO organization.
  • Monitors and reports on execution in terms of vision and strategy to Deputy & Global CISO
  • Proactively advises CIOs challenges where necessary to ensure security is not traded away under delivery pressure
  • Monitors adequate organisation of cybersecurity and IT risk activities and provides guidance on risk governance
  • Actively builds security awareness and accountability among technology staff; establishes and promotes available security tools, training and standards
  • Mentors, develops, and grows next-generation cybersecurity talent within the technology domain

To succeed in this role, you bring:

Experience

  • 10+ years of leadership experience in cybersecurity and/or IT risk within large, complex, regulated environments (financial services or similarly regulated industries preferred).
  • Proven track record influencing senior stakeholders (CIOs, executives, regulators) and driving cybersecurity outcomes across large-scale, matrixed organisations.
  • Experience leading strategic cybersecurity transformations, embedding security into technology strategy, architecture, and delivery.

Technical expertise

  • Subject matter expert in the area of Information Security and/or IT Risk.
  • Strong working knowledge of pertinent laws, regulations, and cybersecurity frameworks applicable to financial services technology
  • Experience in building strategic roadmaps and proven experience in strategic projects with high impact

Competencies & skills

  • Demonstrated track record of building and maintaining highly collaborative, flexible, and productive cross-organisation teams
  • Articulate, persuasive and able to communicate constructive criticism and information security related concepts to a broad range of technical and non-technical audiences (including board level and regulators)
  • Good oral and written communication skills
  • Ability to empower teams to act autonomously, think out of the box and hold them accountable
  • Ability to simplify complexity and drive operational excellence
  • Ability to have impact through inspiring and energetic leadership that leads teams through change
  • Very good level of English

Education & certifications

  • Master’s degree in Computer Science, Information Security, or a related field.
  • Relevant certifications are a plus: CISSP, CISM. CISA and other specific information security or fraud management certifications are considered useful
